Summary
The Blue Badge Appeals Panel of Kingston upon Thames Council met on Friday 24 October 2025 to consider an appeal against the refusal of a Blue Badge1. The panel, consisting of Councillor Helen Grocott, Councillor Peter Herlinger, Councillor Anita Schaper, Councillor Thay Thayalan and Councillor Diane White, was also scheduled to confirm the minutes of the previous meeting.
Blue Badge Appeal
The panel was scheduled to consider Appeal No 1, which concerned the refusal of a Blue Badge. The report pack included Appendix A, which contained information about the appeal. However, this document was restricted due to the inclusion of personal information.

As the appeals will disclose information about relating to a particular individual, the following items will be heard in private, if the Panel agrees to pass the following motion:
To RESOLVE that, under Section 100(A)(4) of the Local Government Act 1972, the public be excluded from the meeting on the grounds that it is likely that exempt information, as defined in paragraph 1 of Part 1 of Schedule 12A to the Act, would be disclosed.
