Summary

The Licensing Sub-Committee of Bromley Council scheduled a meeting to discuss an application to licence premises for massage or other special treatments. Councillors Nicholas Bennett J.P., Portfolio Holder for Transport, Highways & Road Safety, Councillor Kira Gabbert, Chairman, Children, Education & Families PDS Committee, and Councillor Christine Harris, Vice-Chairman, Plans Sub-Committee No. 1, were listed as the attendees. The meeting was scheduled to take place at Bromley Civic Centre.

Still Water Spa, 50C Homesdale Road

The Sub-Committee was scheduled to consider an application to licence premises for massage or other special treatments at Still Water Spa located at 50C Homesdale Road, Bromley, Kent, BR2 9LD.

The report pack included a recommendation for the Licensing Committee to consider refusing to renew the special treatment licence.

Reasons for a potential refusal of the application included:

  • The premises not being structurally suitable for the purpose.
  • The likelihood of nuisance being caused by the premises.
  • The people concerned in the conduct or management of the premises not being considered fit and proper persons to hold a licence.
  • The people giving the special treatment not being suitably qualified.
  • The premises being improperly conducted.
  • The premises not being provided with satisfactory lighting, sanitation and ventilation.
  • The means of heating the premises not being safe.
  • Proper precautions against fire on the premises not being taken.
  • The safety of equipment used in the special treatment, or the manner in which the treatment is to be given, not being satisfactory.
  • The safety of the special treatment to be given not being satisfactory.
  • Satisfactory means of escape in case of fire and suitable means for fighting fire not being provided on the premises.
  • The applicant having, within the period of five years immediately preceding the application to the borough council, been convicted of an offence under the London Local Authorities Act 1991 (LLAA).
  • The applicant having failed to comply with the requirements of subsection (4) or (6) of section 7 of the LLAA.

Alternatively, if the Committee decided to renew the application, it was scheduled to be subject to:

  • The standard conditions for special treatment premises.
  • The conditions of the current premises licence.
  • Any conditions deemed appropriate by the Committee.

The premises was described as a commercial unit attached to the rear of a convenience store on Homesdale Road, with the entrance on Havelock Road.

The licence was first granted on 28 July 2024 for massage, reflexology and Swedish massage.

On 18 June 2025, information was received from the Metropolitan Police that they, along with immigration officers, entered the premises and found that it was allegedly being used for sexual services. Two females were arrested by immigration officers.

The Environmental Health Department requested the hearing with the Licensing Committee to revoke the special treatment licence. The report stated that the business had been investigated and allegedly found to be offering services of a sexual nature to customers. It was stated that the licence holder and sole trader, Feihong Liu, is responsible for the management of the business and therefore the person concerned in the conduct and management of the premises.

The application was for the renewal of the current licence for massage or other special treatments under the London Local Authorities Act 1991. The application was for massage for both sexes with mixed sessions. Only one therapist was named in the application: Feihong Liu.

During the consultation period, the Council received two representations against the application. The applicant had made submissions to the Police, Licensing Authority, and Health and Safety Officer.

The report pack included copies of:

  • The application.
  • The current licence.
  • The Environmental Health Department request for hearing.
  • The Police Response & Statement.
  • Standard Conditions.
  • A map and street view of the premises.
  • The applicant's submissions.

Exclusion of Press and Public

The agenda included a motion to exclude the press and public during consideration of the application for Still Water Spa, citing that the nature of the business to be transacted or the nature of the proceedings meant that there would likely be disclosure of exempt information. This relates to information relating to any individual, as described in Schedule 12A of the Local Government Act 1972 as amended by the Local Government (Access to Information) (Variation) Order 2006 and the Freedom of Information Act 2000.
