    • The representation states that the applicant has not provided information on the types and strengths of alcohol to be sold, and that the sale of high strength beers, lagers, ciders or stouts, single cans or miniatures could make the premises attractive to street drinkers and lead to an increase in street drinking, littering, public urination and other antisocial behaviour.
  • The Licensing Enforcement Team, as a responsible authority, on the grounds of prevention of crime and disorder, the prevention of public nuisance and public safety. Their letter is attached as Appendix C.
    • The Licensing Enforcement Team representation raises concerns that there are no conditions regarding the control of alcohol, which will allow the sale of stronger beers, ales, lagers and ciders that street drinkers find attractive, and that the application would allow sales of single cans and bottles and miniature spirits, which will make the premises attractive to street drinkers.
    • The representation states that the premises are in an area that is known for street drinking and that concerns have been raised by local residents and business owners.
    • The representation also states that selling alcohol late at night and early in the morning at times other places are closed is also likely to attract similar anti-social behaviour and lead to an increase in street drinking, anti-social behaviour, littering and noise issues for residents.
  • Nine residents, on the grounds of crime and disorder and the prevention of public nuisance. Copies of their letters are attached as Appendix D, which is exempt from publication.

The Committee Report notes that the premises has not previously held a premises licence and was previously called Gates DIY Store. The new application describes the premises as an off licence, convenience store, parcel shop, grocery store and there is also a display of fireworks to the left as you enter the store.

The members of the Licensing (2003 Act) Sub-Committee are asked to hear the application and any valid representations received from responsible authorities and determine the application.
