Summary

Here is a summary of the planned discussions for the Overview & Scrutiny Committee meeting. The committee was expected to discuss the community lottery scheme, a performance report, and future plans. Some items, including a discussion of the SELCP sub-regional leisure operating agent procurement, were scheduled to be discussed in private.

SELCP Sub-regional Leisure Operating Agent Procurement

The committee was scheduled to discuss the SELCP sub-regional leisure operating agent procurement. This discussion was expected to be held without members of the public present, because it was expected to involve the disclosure of exempt information as defined in Paragraph 3 of Part 1 of Schedule 12A of the Local Government Act 1972.

Quarter 1 2025/26 Performance Report

James Gilbert, Assistant Director – Corporate, was scheduled to present the Quarter 1 25/26 Performance Report. The report included performance data up to the end of June 2025, and was intended to help the committee identify areas of interest for their future work programme.

The report included 98 Key Performance Indicators (KPIs) for Boston Borough Council, organised by priority, following the adoption of the Sub-regional Strategy. 28 of these were targeted indicators , where performance is within the direct control of the council, and where past data or comparisons are available to base targets on. The remaining 72 indicators were trend indicators , which show context for policy decisions and resource allocation.

The report used a RAG (Red, Amber, Green) rating system to indicate whether performance was on target.

  • Green indicated that indicators were on target.
  • Amber indicated that indicators were within tolerance.
  • Red indicated that indicators were off target.

The report stated that overall performance in Quarter 1 was in line with targets, and that remedial action was in place where required.

Appendix 1 of the Quarter 1 25-26 Performance Report provided a breakdown of performance against each KPI. Some of the highlights from the report were:

  • Occupancy rates for industrial units were at 96.43%, against a target of 97%.
  • 92.86% of major planning applications were determined within 13/16 weeks, exceeding the target of 65%.

  • The number of homes improved through green home/warm home grants was not reported.
  • The percentage of household waste collected for recycling and composting was 35.14%, against a target of 45%.
  • The percentage of recycling collected that is unable to be recycled (contamination) was 8.00%, against a target of 14.00%.
  • The percentage of waste collections that were successful first time was 99.94%, against a target of 99.80%.

Annual Monitoring Report - South and East Lincolnshire Council's Community Lottery Scheme

Emily Spicer, Assistant Director – Housing and Communities, was scheduled to present the Annual Monitoring Report for the South and East Lincolnshire Council's Community Lottery Scheme.

The Annual Monitoring Report provided an overview of the scheme's activity since its launch in November 2022. The report stated that the scheme had raised £91,485 and was supporting 98 local community groups across the sub-region.

The lottery scheme allows local good causes and community groups to raise funds through the sale of lottery tickets. For every £1 ticket purchased, 60p goes to local good causes, 20p is allocated for prize money, and 20p covers the External Management Lottery (ELM) Company's running costs, including insurance and VAT.

Players can nominate a specific good cause when buying a ticket, in which case 50p of the ticket price goes directly to that cause, and 10p goes to a central good causes fund. If the player does not nominate a good cause, the entire 60p goes to the central fund, which is then allocated to local community groups, clubs, or community events.

The report also noted that the lottery's proceeds cover its operational expenses, such as marketing, promotional activities, and administrative costs. The annual operating cost for Boston Borough Council is £295.
