The cabinet also delegated authority to the Assistant Director for Housing, in consultation with the Portfolio Holder for Strategic and Operational Housing, to make minor operational and legislative amendments to the policies.

The council considered the alternative option of not implementing the policies, but decided against this as it would carry risks for both the council and the quality of service provided to tenants.

Social Housing Regulation Update

The cabinet approved the Regulatory Improvement Plan and noted the progress made in addressing areas of weakness identified in the Regulator of Social Housing's C2 judgement of the council against the Consumer Standards. The C2 grade, the second highest available, was awarded to South Holland District Council following an inspection of its Housing Landlord Service. The judgement acknowledged strengths, but also highlighted areas needing further development, such as completing stock condition surveys and improving tenant satisfaction with repairs.

The cabinet also noted feedback from the Performance Monitoring Panel regarding the Tenant Satisfaction Measure (TSM) Analysis, scrutinised on 15 October 2025, and the Tenant Engagement Impact Assessment Report.

The alternative option of retaining progress updates through operational arrangements with the Portfolio Holder for Strategic and Operational Housing was rejected, as the Regulator of Social Housing has made it clear that councillors are responsible for ensuring that the council meets regulatory standards.

Draft Industrial Unit Letting and Management Policy 2025-2030

The cabinet adopted the draft Industrial Unit Letting and Management Policy 2025-2030, which aims to strengthen the council's existing policy position and add further clarity for tenants and prospective tenants. The policy includes relevant legislative updates and criteria for permissible use of the units.

The cabinet delegated authority to the Deputy Chief Executive and the Assistant Director – General Funds Assets, in consultation with the Portfolio Holder, to make minor and inconsequential amendments to the policy.

South & East Lincolnshire Council’s Partnership Body Worn Video Cameras (BWV) Policy 2025

The cabinet approved the South and East Lincolnshire Council’s Partnership Body Worn Video Cameras (BWVC) Policy, which aims to ensure that the operational use of body worn video is lawful, proportionate, legitimate and necessary. The policy sets out roles and responsibilities and provides staff with the correct procedures for collecting, downloading, processing, presenting and retaining video evidence.

The cabinet delegated authority to the Assistant Director – Regulatory/Senior Responsible Officer, in consultation with the Portfolio Holder, to make amendments to the policy to reference any links or amended links to other documents, and to reflect any issues over which the council has no discretion, including legislative changes and amended guidance.

Q1 Performance Report 25-26

The cabinet noted the Quarter 1 Performance Report 2025/26, which provided an update on how the council was performing for the period 1 April 2025 to 30 June 2025.

The report highlighted areas of under-performance, including:

• Percentage of household waste collected for recycling and composting
• Percentage of corporate complaints responded to within corporately set timescales
• Percentage of subject requests responded to within statutory timescales
• Percentage of recycling collected that is unable to be recycled (contamination)

The alternative option of not monitoring performance was rejected.

Housing Stock Condition Survey
