Summary
The Enfield Council meeting scheduled for 12 November 2025 included a recommendation from the Local Auditor, the adoption of the Fairer Enfield Policy, and changes to the council's constitution. Councillors were also scheduled to discuss a treasury management update and a number of motions on topics ranging from green belt protection to support for the armed forces community.

Fairer Enfield Policy 2026-30
The council was asked to adopt a new Fairer Enfield Policy, which aims to promote equality, diversity and inclusion across the borough. The Cover Report Fairer Enfield 2025 stated that the policy outlines behaviours and values for everyone working for the council.
The policy included six equality objectives:
- Make sure equality and inclusion are central to how the council grows and develops the borough.
- Work with health partners to identify and address inequalities, focusing on prevention.
- Take action to reduce serious youth violence in Enfield.
- Enhance the diversity of the council's workforce so it reflects the community at all levels.
- Provide services that are easy to access and respond to people's needs, tackling inequality and exclusion.
- Make equality, diversity, and inclusion part of everyday practice to better reflect the community's needs.
The EqIA Draft Fairer Enfield Policy noted that the new policy would have a positive impact on all protected characteristics, setting out clear principles for all staff to follow. The Annual Equalities Report 2024-2025 summarised work achieved against previous objectives.
Local Auditor Recommendation
The council was asked to consider a recommendation from its Local Auditor, Grant Thornton, as detailed in the Public reports pack. The Local Audit Recommendation - Full Council cover report v3 stated that the recommendation focused on reducing debt and rebuilding risk reserves.
The recommendation had two strands:
- Agree and action options for debt reduction and reductions to the annual cost of servicing debt.
- Progress actions to rebuild risk reserves to their minimum threshold target of £43 million.
LB Enfield 2024-25 Statutory recommendation report - Final Draft 31102025 noted that Grant Thornton had made the recommendation due to the high level of debt, low level of reserves, and their impact on the financial sustainability of the council.
Changes to the Constitution
The council was asked to agree to changes to the constitution, as outlined in Changes to the constitution - General Purposes Committee and Deputy Electoral Registration Officers. These included:
- Changing the name of the General Purposes Committee to the Audit Committee.
- Approving new terms of reference for the Audit Committee.
- Appointing the Head of Electoral Services and Deputy Head of Electoral Services as Deputy Electoral Registration Officers.
Treasury Management Mid-Year Q2 Update 2025/26
Councillors were asked to note the borrowing and investments position and estimates as at 30th September 2025, as detailed in the Treasury Q2 Cabinet 12th Nov - Council v2. The report provided an update on the council's treasury management activities, including borrowing and investment decisions.
Questions
The supplementary agenda included a list of questions from councillors to cabinet members, and their written responses. Nov Council Questions included questions on a range of topics, including:
- Successes of the Council Plan since its launch in 2023.
- Whether all parks are locked overnight.
- The purpose and outcomes of enforcement team walkabouts.
- The council's view on low traffic neighbourhoods1 (LTNs).
- The council's involvement in the Young Futures Programme to tackle knife crime.
- The expected timeline for demolishing and reprovisioning homes on the Shires Estate.
- Progress on improving the Joyce and Snells and Shires Estates.
- The level of detail included in the Housing Strategy document.
- Investment in council housing estates.
- Whether the council will increase public waste bins in high streets.
- Progress of Enfield's Children's Services Transformation Programme.
- The number of public waste bins in the borough between 2022 and 2025.
- Steps the council is taking to maintain the success of Enfield schools.
- The amount of money to be spent on implementing 20mph speed limits.
- Work being done to help parents, teachers, and carers keep children safe online.
- An update on the manifesto pledge to build a lido.
- Proposed changes to the powers of councils to control gambling centres.
- The work Trading Standards is doing to tackle the sale and distribution of illegal vapes.
- The cost of the
Rachel Reeves Jobs Tax
(NICs increases) to the council. - An update on the launch of Crowdfund Enfield.
- Unresolved maintenance issues at Bury Lodge Park.
- Whether the council will request fixed standing cameras be used for collecting evidence usable by parking enforcement.
- Whether the Leader will withdraw the A10 Skatepark site from the draft Traveller Local Plan.
Motions
The council was scheduled to consider a number of motions, including:
- A motion from Councillor Alessandro Georgiou regarding the protection of Green Belt land in Enfield.
- A motion from Councillor Chris Dey relating to military compensation schemes and local benefits. The motion requested that the council disregard all compensation paid under relevant military compensation schemes when assessing applications for benefits over which they exercise discretion. It also called for the Executive Director for Resources to amend relevant local policies, and for the Deputy Leader and Cabinet Member for Finance and Procurement, Councillor Tim Leaver, to update members on this work.
- A motion from Councillor Maria Alexandrou regarding blue badge holders and low traffic neighbourhoods. The motion urged the council to give exemptions to all blue badge holders in Enfield.
- A motion from Councillor Maria Alexandrou regarding International Men's Day and men's mental well-being.
- A motion from Councillor Lee Chamberlain regarding Woodcroft Wildspace and the Little Sparks play and bereavement charity.
- A motion from Councillor Lee Chamberlain regarding the decommissioning of the Shires Estate Tower blocks.
- A motion from Councillor Doris Jiagge regarding World Stroke Day and stroke recovery services in Enfield. The motion called upon the council and relevant health partners to promote public awareness of stroke warning signs and risk reduction, ensure access to timely ambulance response and specialist stroke services, and support existing rehabilitation and community reintegration services. It also requested a report detailing the numbers of Enfield residents suffering strokes, the capacity and funding of stroke rehabilitation services, and proposals for improvements.
- A motion from Councillor Alev Cazimoglu regarding Macmillan Cancer Support and their work in Enfield. The motion resolved to send a letter of appreciation to the CEO of Macmillan Cancer Support and light up the Civic Centre in green to mark Macmillan's 115th anniversary.
- A motion from Councillor Ian Barnes welcoming the Labour Government's extension of free school meals.
- A motion from Councillor Ergin Erbil regarding community safety in Enfield. The motion welcomed the impact of interventions and programmes that have led to a reduction in crime in the borough and resolved to maintain the council's commitment to working in partnership to deliver a safer Enfield.
- A motion from Councillor Ayten Guzel regarding the housing crisis and the Labour Government's reforms. The motion resolved to work closely with the new Government to deliver more social and affordable homes for Enfield and called on the Government to prioritise funding and housing investment in high-need boroughs like Enfield.
