The Scrutiny Health & Social Care Sub-Committee are scheduled to meet on 11 November 2025 to discuss winter contingency plans, the Adult Social Care and Health (ASCH) budget, and the outcome of a Care Quality Commission (CQC) inspection. The committee will also receive an update from Healthwatch Croydon and review its work programme for the year.
Adult Social Care and Health Budget and Transformation
The committee is scheduled to receive a briefing on the Adult Social Care and Health Directorate's Period 3 financial position, the Adults Living Independently transformation programme, and direct payments. The report to scrutiny on ASCH budget and transformation will cover the current position on client level data performance.
The Adults Living Independently programme appears to be a key focus, with a deep dive
into direct payments scheduled. Direct payments are monetary payments made to individuals, so they can arrange their own care and support services1.
Winter Contingency Plans
The sub-committee is scheduled to discuss Croydon's winter contingency plans for 2025/26, including the vaccination programme. Acute and community healthcare providers are required to submit assurance statements nationally on their winter plans by the end of September 2025. These statements follow a Winter Plan checklist informed by the National Letter, which sets out the requirements for winter preparedness.
Care Quality Commission Inspection
The committee is scheduled to receive an update on Croydon Council's Care Quality Commission (CQC) inspection outcome. According to the report to scrutiny on CQC inspection outcome, the Adult Social Care and Health (ASCH) department received an overall rating of Good
. The CQC is the independent regulator of health and social care in England2. They inspect and rate services to ensure they meet certain standards of quality and safety.
Update from Healthwatch Croydon
Gordon Kay from Healthwatch Croydon is scheduled to provide an update to the sub-committee on the latest report from his organisation. Healthwatch Croydon is the local independent consumer champion for health and social care services3. They gather feedback from residents about their experiences with these services and use that information to influence service providers and decision-makers.
Scrutiny Work Programme 2025-2026
The sub-committee is asked to note the most recent version of its work programme, as presented in the report, and consider whether any other items should be added as a result of discussions held during the meeting. The scrutiny HSC work programme 2025-26 outlines the topics and areas the sub-committee plans to focus on over the coming year.
