The Camden Council Licensing Panel A is scheduled to convene on 13 November 2025, to discuss guidance on remote meetings and several premises licence applications. The panel, consisting of Councillor Shah Miah, Councillor Sharon Hardwick, Chair of Standards Committee, and Councillor Patricia Leman, Deputy Mayor, will consider applications for new licences for Morley's Chicken and Dingwalls, as well as a variation of an existing licence for The Old Grey. The meeting will be held remotely via Microsoft Teams and broadcast live on the council website.

Licensing Act 2003 Applications

The panel is scheduled to review three applications related to premises licences under the Licensing Act 2003:

The Old Grey, 28 Maple Street

The panel will consider an application to vary the premises licence for The Old Grey, located at 28 Maple Street. According to the report pack, the applicant, Gene Hughes, is seeking to remove several conditions from the existing licence, revise one condition, and add a new condition related to staff training.

The conditions the applicant wants removed are:

• Condition 15: Plastic cups shall be provided instead of glass where possible.
• Condition 28: There shall be no admittance or re admittance with the exemption of smokers to the premises after 23:30 hrs.
• Condition 47: At least 1 SIA licensed door supervisor shall be on duty at the entrance of the premises at all times whilst it is open for business.
• Condition 46 (duplicate numbering): At least 40% of persons entering or re-entering the premises shall be searched by an SIA trained member of staff and monitored by the premises CCTV system.

The applicant also wants to revise condition 46: A minimum of 2 SIA licensed door supervisors shall be on duty at the premises after 20:00 every Thursday and Friday nights and every Saturday night when there is a pre booked private party. At least one SIA Officer shall be female. This shall be reviewed by the DPS and be increased should a risk be identified, to: A minimum of one SIA Licensed door supervisor shall be on duty at the premises at 20:00 every Thursday and Friday nights and whenever the premises open after 23:00 .

The applicant also seeks to add the following condition: All front of house staff shall be trained in Welfare and Vulnerability Engagement (WAVE), 'Ask for Angela', drink spiking. Records of staff training shall be provided to an authorised officer upon request.

The Old Grey Report indicates that five relevant representations have been received, including objections from the Environmental Health responsible authority, a Resident Association, a Resident Petition and two local residents. Following communication with the Police, the applicant agreed to revise condition 46, and the Licensing Authority withdrew its representations based on conditions 26, 51 and 62 remaining on the premises licence.

The report identifies that the licensing objectives engaged by this application are the prevention of crime and disorder, the prevention of public nuisance, and public safety. It also notes that the council has adopted a set of principles that commit licensed premises to act in a responsible manner, taking all forms of female harassment seriously, and sets out the practical steps licensed premises can take to support this.

Morley's Chicken, 59 Chalk Farm Road

The panel is scheduled to review an application for a new premises licence for Morley's Chicken, located at 59 Chalk Farm Road. The Morleys Chicken Report states that the application is for late-night refreshment and outlines the proposed opening hours.

Following communication with the Police and Environmental Health Authority, the application has been amended to include conditions agreed with both parties, including amendments to terminal hours for late-night refreshment.

Two relevant representations, opposing the application, have been received from a Residents Association and a local resident.

The report identifies that the licensing objectives engaged by this application are the prevention of public nuisance and public safety. It also notes that the council has adopted a set of principles that commit licensed premises to act in a responsible manner, taking all forms of female harassment seriously, and sets out the practical steps licensed premises can take to support this.

Dingwalls (Shadow Licence), 11 East Yard, Camden Lock Place

The panel will also consider an application for a new premises licence, described as a shadow licence , for Dingwalls, located at 11 East Yard, Camden Lock Place. According to the Dingwalls Shadow Licence Report, the application seeks permission for film, live music, recorded music, performance of dance, late-night refreshment, and the supply of alcohol.

The report states that one relevant representation, opposing the application, has been received from the Police. The Metropolitan Police Service (MPS) has submitted a holding representation, because the MPS and Camden Council are due to have a meeting with the venue to discuss a serious matter and may look to add conditions to the licence.

The report identifies that the licensing objective engaged by this application is the prevention of public nuisance.

Guidance on Remote Meetings

The panel will be asked to agree the procedure rules for remote meetings, as outlined in the Guidance on Remote Meetings Held Under the Licensing Act 2003 and Associated Regulations.
