The report of Lisa Tremble, Interim Monitoring Officer, explained that the Authority's constitution mandates the establishment of an Appointments Panel when there is a proposal to appoint a Chief Officer. The panel's responsibilities include recommending appointments to the Authority, suspending Chief Officers during investigations, and managing disciplinary actions.

The terms of reference state that the panel will consist of four elected persons: the Mayor, and the Lead Constituent Council representative for each Constituent Council. The Mayor will chair the panel, and the panel must consider and agree on pay ranges, job duties, and qualifications for the positions they are recruiting for. The terms of reference are to be reviewed annually by the Authority.

The report noted that the establishment of the Appointments Panel is compliant with the Localism Act 2011 and reflects best practice and guidance.
