The Standards Sub-Committee met on 12 November 2025, where Councillor Lynn Henderson was elected as Chair for the meeting, and the minutes of the previous meeting held on 30 September 2025 were approved. Councillor Jamal Chohan abstained from the vote on the minutes, as he had not been present at the previous meeting.

The minutes of the previous meeting held on 30 September 2025 were approved as a correct record, with Councillors Lynn Henderson and Mark Beynon voting in favour. Councillor Jamal Chohan abstained from the vote, as he was not present at the meeting on 30 September.

Councillor Kamala Kugan addressed the sub-committee to argue that the minutes had omitted relevant information, including her NHS service and membership of the CGMA (Chartered Global Management Accountant). She also raised several points relating to the hearing on 30 September, but was reminded by Councillor Lynn Henderson, Chair of the Audit, Governance & Standards Committee, that a determination had been made, and the complaint would not be revisited at this meeting.

Election of Chair

As both the Chair of Planning Committee, Councillor Mark Beynon, and Vice-Chair, Councillor Roger Hayes, were not in attendance, the Corporate Head of Democratic Services and Elections opened the meeting and asked members to put forward their nominations for Chair. Councillor Lynn Henderson indicated that she was willing to take the Chair, which was seconded by Councillor Mark Beynon and agreed unanimously.
