It was noted that appointments are made on the recommendation of the Sub-Committee, following a recruitment, assessment, and selection process.
The report provided background information regarding the process and practice for the sub-committee in shortlisting candidates for Chief Officer positions. The Sub-Committee was asked to consider the advice within the report.
The report noted the process to date:
- The role was advertised with a closing date of 5 October 2025.
- The Executive Director of Adults and Health, supported by Senior People and Inclusion colleagues, undertook 'longlisting' on 9 October 2025.

- Shortlisting took place on 24 October, where five candidates were recommended to proceed to the assessment centre.
- The assessment centre took place on 30 October 2025. One candidate was recommended to the Final Member Panel.
The Sub-Committee was scheduled to interview the candidate, and if they considered it appropriate, recommend an offer of appointment, subject to there being no well-founded objections from any member of the Cabinet1, reference and medical as applicable and agreeing a starting salary for the successful candidate.
