The Planning & Regulation Committee were scheduled to meet on 24 November 2025 to discuss planning and regulatory matters. The meeting was set to cover a planning application concerning Wroxton Fields Quarry, as well as the approval of minutes from a previous meeting. The committee was also scheduled to hear petitions and addresses from members of the public.
Wroxton Fields Quarry
The committee were scheduled to consider a report by the Planning Development Manager regarding land at Wroxton Fields Quarry, Stratford Road A422, Wroxton, Oxfordshire OX15 6EZ. The application, submitted by Earthline Ltd, sought permission for:
- Extraction of mineral
- Importation of inert material for restoration
- A revised restoration scheme
- An aggregate recycling facility
- Other ancillary development
The report pack stated that the Planning Development Manager recommended that planning permission for MW.0063/24 be approved, subject to a Section 106 legal agreement1 and conditions.
The application included both retrospective and prospective elements. The retrospective elements included:
- A new car park adjacent to Phases 5 and 6
- Improvements to the site office area, including additional buildings and parking
- Installation of processing/wash plant in Phase 4 and amended phasing of Phase 4 restoration
The prospective elements included:
- Mineral extraction from a small strip between Phases 5 and 6, Phase 6c, and Phase 2b
- Importation of approximately 750,000m3 of inert infill material to restore Phases 5 and 6 to original ground levels, and approximately 170,000m3 of inert infill material to restore Phase 2b to original ground levels
- A revised Restoration Scheme for the whole quarry, retaining the primary afteruse as agriculture, while incorporating changes to the final landform and additional ecological enhancement
- An Aggregate Recycling Facility (ARF) within Phase 4, to receive imported inert wastes from local construction and demolition projects, and produce a secondary recycled aggregate at a rate of circa 75,000 tonnes per annum
The proposed development aimed to extract approximately 780,000 tonnes of mineral, with an anticipated extraction rate of 150,000 tonnes per annum. The report pack noted that the development would continue to be supported by the existing quarry infrastructure, including the current site access, site offices, weighbridge, and processing plant.
The report pack also included a summary of the Environmental Impact Assessment (EIA) which covered potential environmental impacts of the proposal.
The report pack noted that by the end of the second Regulation 25 consultation period, the council had received 72 third-party representations, all objecting or expressing concerns. Main concerns included:
- Proximity to Wroxton Village School and residential development
- Increased traffic
- Increased noise and dust
- Impact on the Conservation Area of Wroxton
- Impacts on nature and wildlife
The report pack also summarised the relevant planning documents, including the Oxfordshire Minerals and Waste Local Plan Part 1: Core Strategy (OMWCS), the Cherwell District Council Local Plan 2031 Part 1 (CDCLP), and the National Planning Policy Framework (NPPF).
The Planning Development Manager's assessment concluded that the proposed development complied with relevant policies and that any potential adverse impacts could be mitigated. The report pack stated that the development would contribute towards meeting the requirement for provision of aggregate minerals, and that the site was in accordance with the OMWCS policy regarding the location of crushed rock quarries.

The committee was scheduled to approve the minutes of the meeting held on 13 October 2025.
