The Hammersmith and Fulham Licensing Sub-Committee met on 26 November 2025 to consider a new premises licence application for a Sainsbury's store. The application requested permission to sell alcohol for consumption off the premises from 7:00 to 23:00, Monday to Sunday, and to remain open to the public 24 hours a day. The meeting was held remotely and broadcast on YouTube.
Sainsbury's - Unit 4A, Kings Road Park, Sands End Lane, London
The Licensing Sub-Committee was scheduled to discuss an application for a new premises licence for Sainsbury's at Unit 4A, Kings Road Park, Sands End Lane, London.
The applicant, Sainsbury's Supermarkets Ltd, sought permission to sell alcohol for consumption off the premises between 07:00 and 23:00, Monday to Sunday. They also requested to be open to the public 24 hours a day, seven days a week.
In their operating schedule, included in the Public reports pack, the applicant proposed several licensing conditions to promote the licensing objectives1, including:
- Operating a CCTV system at all times when licensable activities are taking place, with cameras covering entrance doors and the main alcohol display area.
- Retaining CCTV recordings for a minimum of 30 days and making them available to the police on request, subject to data protection legislation.
- Having a staff member trained in the use of the CCTV system present at all times the premises are open to the public.
- Maintaining adequate levels of staff and security, disclosed to the licensing authority and police on request.
- Displaying signage at the exit requesting customers to leave quietly and with consideration for nearby residents.
- Implementing an age verification policy where all cashiers are trained to ask any customer attempting to purchase alcohol who appears to be under 25 years old to produce identification.
According to the Public reports pack, the main access to the premises is located on Sands End Lane, and the store is proposed to operate as a retail supermarket within a larger residential development. The immediate area is a mixed-use area, containing both commercial and residential properties.
The Licensing Section received three representations, which can be seen in Appendix 3 - Representations Public, from:
- Two individual residents
- A representative of the Barclay Road Residents Association
Additional information from an objector, included in the Supplementary Agenda B, raised concerns about the potential impact on vulnerable veterans residing in Valour House, a building with 128 apartments for war veterans located directly across from the proposed Sainsbury's. The objector also expressed concerns about noise from deliveries and the cumulative impact of multiple alcohol retailers in the area, referencing a nearby 24-hour Tesco petrol station at 601 King's Road. They suggested restricting alcohol sales to between 10:00 and 22:00, in line with the council's licensing policy for residential areas, as stated in the LBHF Statement of Licensing Policy 2022-27.
Another individual, in Additional Objector Comments Public, objected to the application as it stood, stating that they did not believe that it will be helpful to anyone to have such long opening hours
and that It will very much be a residential area and I know from living opposite a 24 shop that it can be very noisy late at night.
Additional police conditions, included in Supplemenaty Agenda A, were agreed upon by Jeenna Khela, Senior Associate, and Charlotte Bennett from the Metropolitan Police. These included:
- Any alcohol sold for consumption off the premises shall be sold in a sealed container.
- On days when Chelsea Football Club Men's First Team are playing home matches at Stamford Bridge, the licensee shall ensure that;
* No sales of alcohol in glass containers to be undertaken during the period 2 hours before kick-off or start of event and 1 hour after.
* Avoid stacking alcohol stock close to the entrance and exit doors and employ staff and security to monitor control customers, entrance and exits;
* SIA[^2] staff shall be employed to assist staff and keep order on match/event days.
Robert Botkai, Senior Partner, sent an email included in Supplementary Agenda C, stating that an alternative condition had been agreed with the police licensing officer:
The licence holder will risk assess the need for additional measures (including security guard presence) to be taken on days when Chelsea Football Club Men's First Team are playing home matches at Stamford Bridge.
This condition was intended to replace the previously circulated football
conditions.
Two emails included in Supplementary Agenda C, from local residents, stated that they had appointed their Fulham neighbour to represent them at the hearing, as they were unable to attend due to work and travel commitments. Both residents expressed concerns about the proposed early 7am alcohol sales and very late stop of sales at 23:00, and how this could negatively affect the vulnerable veterans living directly across from the planned Sainsbury's in Valour House.
