The Epping Forest and Commons Committee convened to discuss a range of topics related to the management and maintenance of Epping Forest and the Commons. Epping Forest Constables and Authorised Officers
The committee approved a report regarding the Epping Forest Constables and Authorised Officers. The report sought to update member on the constabulary and its enforcement powers, and sought approval to vary the delegation of enforcement powers to certain officers.
The Epping Forest Constables are warranted officers who have the powers of a Constable within the Forest, and are appointed under the Epping Forest Act 18781. Authorised Officers are not warranted officers, but are delegated certain powers of enforcement by the Conservators of Epping Forest.
The report recommended:
- That the committee note the enforcement powers available to the Conservators of Epping Forest.
- That the committee approve the proposed variations to the delegation of enforcement powers to Authorised Officers.
- That the committee note the current staffing structures for both Constables and Authorised Officers.
Risk Management Updates
The committee approved the risk management updates for both Burnham Beeches and the Commons, and Epping Forest. These reports provided an overview of the risk management processes in place, including risk governance, and the format and frequency of reporting.
Revenue and Capital Budgets 2026/27
The committee discussed and approved the revenue and capital budgets for 2026/27 for both Burnham Beeches and the Commons and Epping Forest. These budgets outline the financial resources allocated for the management, maintenance, and improvement of these natural spaces.
Epping Forest Care and Maintenance Agreements
The committee approved the Epping Forest Care and Maintenance Agreements. These agreements outline the responsibilities for the care and maintenance of various areas within Epping Forest.
