The Communities, Environment and Highways Select Committee are scheduled to discuss the draft budget for 2026/27, performance at the Surrey Fire and Rescue Service, and the Your Fund Surrey scheme. They will also be reviewing actions from previous meetings.

Draft Budget 2026/27

The committee will be considering the draft budget for 2026/27. The Report Draft Budget states that the committee is invited to review and comment on the draft budget proposals, which cover a range of services including:

• waste management
• highways
• transportation
• libraries
• registration services
• coroners service

Surrey Fire and Rescue Service Performance

The committee is scheduled to discuss the performance of the Surrey Fire and Rescue Service (SFRS). The Surrey Fire and Rescue Performance Report includes updates on:

• response times
• incident numbers
• outcomes from inspections

The report also provides an update on the SFRS's progress against the HMICFRS (His Majesty’s Inspectorate of Constabulary and Fire & Rescue Services) 2023 Inspection Improvement Plan, which is included as Appendix 1 - HMICFRS 2023 Inspection Improvement Plan. Appendix 2 - SFRS Performance Report Oct 25 provides further data on SFRS performance.

Your Fund Surrey

The committee will be considering a report on Your Fund Surrey (YFS). Your Fund Surrey Report provides an overview of the programme, which allows residents to propose and vote for community projects that receive funding from Surrey County Council.

The report includes information on:

• the number of projects funded to date
• the distribution of funding across the county
• the impact of the programme on local communities

Annexe 1 - Projects funded to-date by the YFS Large Community Fund, Annexe 2 - Projects funded to-date by the YFS Small Community Fund 2023-2025 and Annexe 3 - Projects funded to-date by the YFS Small Community Fund 2025-2026 list the projects that have received funding through the YFS Large Community Fund and YFS Small Community Fund.

The committee will be reviewing the Action Tracker, which is included as Appendix 2 - Action Tracker. This document lists actions arising from previous meetings of the committee, along with updates on their progress. Appendix 3 - Action Replies provides further information on the actions.
