The Children and Young People Overview and Scrutiny Panel were scheduled to meet to discuss education achievement outcomes for all key stages in 2025, as well as the panel's work plan and the council's forward plan of key decisions. The meeting was also scheduled to include a period for public statements.
Education Achievement Outcomes for all Key Stages 2025
The panel were scheduled to review a report on education achievement outcomes for all key stages in 2025. The report provided an overview of action taken and changes made to learning improvement, as well as data on achievement and improvement across education phases. These phases include the Early Years Foundation Stage, Key Stage 2, Key Stage 4 (GCSE), and Key Stage 5 (Level 3 - A Level, T Levels and Applied General). Key Stage 1 was not included in the report because it is no longer subject to statutory assessment.
The report noted that the available data for Key Stages 2, 4 and 5 was provisional and subject to further checking, which could lead to small changes in some figures when the finalised results are published.
The report made the following recommendations for the panel to review and note:
- Overall achievement across Doncaster in 2025.
- Outcomes for vulnerable groups of pupils, including those who are disadvantaged; require SEN Support; have special educational needs and disabilities (SEND); those for whom English is an Additional Language (EAL); and children and young people who are looked after (CLA).
- Key Stage 2 key published metrics for Read, Write, Maths (RWM).
- That within the RWM metrics that Grammar, Punctuation and Spelling (GPS), reading and working at greater depth are the areas for development.
The report stated that Doncaster's position reflects consistency, consolidation, and improvement over time, with performance gaps to national averages mostly closed, aligned, or exceeded.
The report also included data on population numbers for the 2025 results:
- Early Years Foundation Stage: 3,496
- Year 1 Phonics: 3,628
- Key Stage 2: 3,700
- Key Stage 4: 3,429
- Key Stage 5: 1,771
The report stated that the number of schools judged as good or outstanding by Ofsted up to the end of August 2024 and 'best fit' during 2024/25 has continued to increase and is now at 94% (122) (estimated national comparator 91%).
The report also included data tables by Key Stage, including data on:
- Early Years
- Year 1 Phonics
- Key Stage 2
- Key Stage 4
- Key Stage 5
Overview and Scrutiny Work Plan and Council's Forward Plan of Key Decisions
The panel were scheduled to review the Overview and Scrutiny Work Plan and the Council's Forward Plan of Key Decisions1. The Overview and Scrutiny Work Plan included possible issues for future consideration such as updates on the Thrive model2, women's health and well being, and the Shared Prosperity Fund3.
