The Licensing Sub-Committee is scheduled to convene to review the premises licence for Kingston International Market, following an application from the Metropolitan Police. The review is based on concerns regarding the protection of children from harm, specifically related to underage sales of alcohol. The sub-committee will consider taking steps such as modifying the licence conditions, suspending the licence, or revoking it.
Review of Kingston International Market's Premises Licence
The central focus of the meeting is scheduled to be a review of the premises licence held by Kingston International Market, located at 78 - 80 Tolworth Broadway, Tolworth. The application for review was submitted by Police Licensing Officer Hannah McCully of the Metropolitan Police, citing concerns over the protection of children from harm
.
The review application was prompted by three failed test purchase operations, where alcohol was sold to underage police cadets. These incidents occurred on:
- 07/04/2025 – Sale of alcohol to an underage Police Cadet volunteer.
- 31/07/2025 – Sale of alcohol to an Underage Police Cadet volunteer, with a second volunteer being told by a cashier to get change to complete the sale.
According to the report pack, both test purchases were conducted under controlled conditions and were part of a wider initiative in the area to ensure compliance with the Licensing Act 2003, particularly the protection of children from harm.
The report pack states that the Metropolitan Police Service (MPS
) believes that Mr Erdal Tutuman, the Premises License Holder and Designated Premises Supervisor, has sole control of the premises, which the MPS would describe as convenience store that sells a variety of alcohol.
The application form notes that the applicant included commitments to promoting the four licensing objectives, including:
- Up-to-date training for all staff
- Enforcement of the Challenge 25 Policy1 at the premises
- Age verification procedures for age-restricted sales
- Prevention of alcohol and tobacco sales to minors
- Acceptance of Passport, photocard driving licence, HM Forces ID, PASS-accredited ID2 as forms of ID
- Prominent signage regarding underage sales and Challenge 25
However, a licensing inspection on 26 September 2025 revealed multiple breaches of the premises licence, including:
- A missing incident log, required under Condition 19 of the licence.
- A failure to display notices advising customers they may be asked to provide evidence of age, a breach of Condition 24.
- CCTV recordings being stored for only 26 days, instead of the required 31 days under Condition 5.
- A refusals log with very few entries, which the report pack describes as
unusual for a supermarket of this size and footfall on the Tolworth Broadway
.
The report pack notes that Trading Standards have also engaged with Kingston International Market on numerous occasions, and that concerns include that on 17/01/2025, a TS contractor found that a member of staff is not aware of Explosives Precursors & Poisons (EPP) or the checks needed on business customers
, and that the premises licence was not on display.
The Metropolitan Police are seeking the full revocation of the licence, stating that it is not believed that any further conditions could be imposed

The Licensing Sub-Committee is scheduled to consider the application for review under Section 51 of the Licensing Act 2003. The options available to the Sub-Committee include:
- Taking no further action
- Modifying the conditions of the licence
- Excluding a licensable activity from the scope of the licence
- Removing the designated premises supervisor
- Suspending the licence for a period not exceeding 3 months
- Revoking the Licence
The Statement of Licensing Policy (July 2021) states that the council welcomes family-friendly hospitality and entertainment premises, and that whether there are appropriate measures in place to protect children from harm (including moral, psychological and physical harm) is the key criterion relevant to this objective.
