The Licensing Sub-Committee of Kingston upon Thames Council is scheduled to convene on Tuesday 2 December 2025 to consider an application for a new premises licence. The sub-committee is scheduled to review an application for a new premises licence for Cheatmeals, located at 54 Fife Road, Kingston Upon Thames, KT1 1SU. Details of the application are outlined in the Cheatmeals Committee Report.
Proposed Activities and Hours
According to the application form, Cheatmeals is seeking permission to conduct the following licensable activities:
- The sale of alcohol for consumption on and off the premises.
- Late night refreshment.
The proposed hours of operation are:
- Sunday to Thursday: 11:00 to 23:30
- Friday and Saturday: 11:00 to 00:30
Operating Schedule
The operating schedule details the steps the applicant proposes to take to promote the four licensing objectives1. These are:
- The prevention of crime and disorder.
- Public safety.
- The prevention of public nuisance.
- The protection of children from harm.
The report pack includes examples of the measures that the applicant says they will take to meet the licensing objectives. For example, to meet the objective of preventing crime and disorder, the applicant proposes to install and maintain a CCTV system. To meet the objective of public safety, the applicant proposes regular risk assessments. To meet the objective of preventing public nuisance, the applicant proposes to display signs requesting customers to respect local residents. To meet the objective of protecting children from harm, the applicant proposes to implement a Challenge 25 policy2.
Representations
The sub-committee will consider any representations made regarding the application. According to the representations document, representations have been received from both responsible authorities and other persons. The Responsible Authorities Reps Final document contains the representations from the responsible authorities.
The agenda states that applicants can make changes to their applications up to the time of the hearing, and that any changes will be outlined by the Licensing Officer at the start of the hearing.
