Hackney Procurement Board - Tuesday 9 December 2025 2.00 pm
December 9, 2025 View on council websiteSummary
The Hackney Procurement Board is scheduled to meet on 9 December 2025, to discuss a number of procurement related matters. The main item on the agenda is the Hackney Schools Cleaning Framework Business Case, with other items including the Support and Hosting of the Mosaic Social Care System, the Sanctuary Scheme, and Automated Estate Parcel/Lockers to be discussed. The meeting will also cover the approval of the minutes from the previous meeting and a review of the action tracker.
Hackney Schools Cleaning Framework
The Hackney Procurement Board will be considering a business case for the re-procurement of a cleaning framework for Hackney schools and children's centres1. The proposed framework would have a term of two years, with the option to extend for up to two further years in annual increments. The maximum total value of the framework is estimated at £6 million.
The report notes that the framework aims to provide value for money to schools through collaborative purchasing, while also reducing the administrative burden on individual schools. It also aims to improve working conditions for locally employed workers, ensure payment of at least the London Living Wage, and incorporate social value and sustainability outcomes into the contract.
The report states that the framework will contribute to the Mayor's Manifesto pledge of a bright future for every child and young person
.
The report outlines several options that were considered, including:
- Do nothing: This option was rejected because it would disrupt schools and leave many without a viable alternative for cleaning services.
- Support schools to undertake individual procurements: This was deemed too resource-intensive for both the council and individual schools, and would not achieve the same economies of scale or social value benefits as a collaborative framework.
- Call off an existing framework: This option was rejected because it would limit schools to national suppliers and exclude smaller, more locally based organisations.
- Multi-supplier framework: This was rejected as impractical due to a lack of commercial viability for suppliers and a failure to achieve the same economies of scale as a single-supplier contract.
The preferred option is a council-created single supplier framework, procured using the competitive flexible route of the Procurement Act. The council's Education Property Team is also developing an in-house cleaning service for schools as an alternative to the framework.
The report also details a number of key performance indicators (KPIs) that will be used to measure the success of the framework, including:
- Cleaning standards and audits
- Human resources
- Costs and consumables
- Problem management
- Health and safety/environment
- Sustainability and social value
The report states that sustainability and social value will be a core part of the framework requirement, with social value forming a minimum of 15% of the quality element of the tender evaluation award criteria.
