  • Noise will be managed to ensure that late hours do not disturb residents.
  • Waste will be collected regularly by a waste management company.
  • Staff will be trained to manage customer behaviour and report any incidents promptly.
  • A CCTV system, which meets the minimum requirements of the Tower Hamlets Police Licensing Team, shall be installed and maintained.
  • A staff member who is conversant with the operation of the CCTV system shall be on the premises at all times when the premises are open.
  • An incident log shall be kept at the premises.
  • In the event that a serious assault is committed on the premises, the management will immediately ensure that the police are called, measures are taken to apprehend any suspects, the crime scene is preserved, and measures are taken to protect the safety of all persons present on the premises.
  • The number of people permitted in the premises at any one time shall not exceed the number listed on the fire safety risk assessment.

House of Gods Hotel, Ground, 2nd, 3rd Fourth & 5th Floors, 12 Bank Street, London, E14 4JB and Amazing Grace, Ground & Mezzanine Floor, 12 Bank Street, London, E14 4JB

The sub-committee is scheduled to consider applications for new premises licences for House of Gods Hotel and Amazing Grace, both at 12 Bank Street. Both applications propose licensable activities including the sale of alcohol, late night refreshment and regulated entertainment, and state that they are materially the same as existing premises licence reference 170313.

The police and environmental protection have both made representations against both applications, citing concerns over the prevention of crime and disorder and public nuisance. The police say that there are serious concerns with respect to overlapping licences and a lack of enforcement capability, and that the licence conditions are not proportionate or appropriate to tackle the increased level of foot traffic within the night time economy and subsequent crime and disorder that will occur as a result. The report pack for House of Gods Hotel includes the following proposed conditions:

  • On the Second, Third and Fourth floors, licensable activities shall only be provided to hotel residents and their guests up to a maximum of five guests per resident.
  • On the Fifth floor, licensable activities shall only be provided to persons seated at tables except for designated bar areas or during pre-booked functions.
  • Substantial food and non-intoxicating beverages, including drinking water, shall be available throughout the permitted hours in all parts of the premises where alcohol is sold or supplied for consumption on the premises.
  • The premises shall install and maintain a comprehensive CCTV system as per the minimum requirements of the Tower Hamlets Police Licensing Team.
  • A staff member from the premises who is conversant with the operation of the CCTV system shall be on the premises at all times when the premises is open.
  • An incident log shall be kept at the premises.
  • The premises licence holder shall operate a Challenge 25 scheme3.
  • A record of all door staff employed on a particular night will be maintenance and badge numbers, along with expiry dates, to be recorded.
  • A noise limiter shall be fitted to the musical amplification system set at level satisfactory to an authorised officer of the Environmental Health Service.
  • A direct landline telephone number for members of management will be available to any person wishing to comment on the operation of the premises.
  • Other than in hotel bedrooms and the spa facility, there shall be no striptease or nudity, and all persons shall be decently attired at all times, except when the premises are operating under the authority of a Sexual Entertainment Venue Licence.
  • A security plan will be agreed with Police.
  • A schedule of events will be sent to police.
  • A member of management will attend the Canary Wharf Venue Watch meeting which are quarterly.
  • No Music or Amplified Sound shall be generated on the premises to give rise to a nuisance to neighbouring residents.
