The Scrutiny Coordinating Committee met to review the council's corporate impact, progress on its Mission Waltham Forest
initiative, and updates on a corporate peer challenge. The committee also received the regular scrutiny report, which included updates on the forward plan and action tracker.
Corporate Impact Framework (Period ending September 2025)
The committee was scheduled to receive an update on the council's corporate impact for the period ending September 2025. This followed the introduction of a new method for measuring corporate impact in June 2024, which included new metrics, a dashboard, and an improved data collection process. The Scrutiny Coordinating Committee is responsible for overseeing these corporate impact metrics and recommending further scrutiny to relevant committees. The report presented a selection of metrics, with a focus on key areas of demand given the pressures faced by the council. An update on the development of the Corporate Impact Framework (CIF) process, including plans for expanding access to Scrutiny Members, was also scheduled for discussion. The committee was asked to note the impact information and refer any identified issues or queries to the relevant scrutiny committee for further review.
Mission Waltham Forest Delivery Update
This report, previously submitted to Cabinet, was presented to the Scrutiny Coordinating Committee for oversight and discussion. Since the launch of Mission Waltham Forest in March 2024, the council has taken action across its services to deliver on its borough missions, driven by a vision for a more equal borough. The report provided a snapshot of early progress across each borough mission, demonstrating how the council is delivering for residents, working with partners, learning from what works, and building momentum for greater impact. It also outlined the next phase of Mission Waltham Forest delivery, building on established foundations. The committee was asked to note the report and provide comments on the next steps for Mission Waltham Forest.
Corporate Peer Challenge Update
The committee was scheduled to receive an update on the council's Corporate Peer Challenge. This included outlining the progress made in response to the recommendations from the Local Government Association (LGA) Corporate Peer Challenge visit in June 2024, as detailed in the council's Corporate Peer Challenge Action Plan published in November 2024. A summary of the Peer Challenge Return Visit, which took place on 7 April 2025, and the subsequent Return Visit Report, marking the conclusion of the LGA Corporate Peer Challenge process, was also to be presented. The LGA advised that the council's next Corporate Peer Challenge should take place in 2029. The council was noted as being committed to responding to the Peer Team's recommendations and continuing to make progress on its Action Plan to support ongoing improvement. The committee was asked to review the information in the report, ask questions of witnesses, and make recommendations as required.
The Scrutiny Report
This item involved a review of the Scrutiny Report, which included updates on the scrutiny forward plan, action tracker, and a request for input on future agenda items. The scrutiny forward plan was included in the agenda pack, with updates to be circulated via email. Similarly, responses for the action tracker were received during the meeting and would be circulated. The Cabinet forward plan was also included with the report. The committee was invited to review the draft forward plans for each scrutiny committee and suggest items for the committee to explore, either in the meeting or afterwards via email or informal conversations. The committee was asked to note the report, forward plan, and action tracker. Actions were identified for officers, including identifying if Council Tax Support should be included in the Budget forward plan and if the Secure Children's Home should be included in the Children and Families forward plan.
