The Licensing Sub Committee of Cardiff Council is scheduled to convene on Tuesday, 9 December 2025, to consider an application for the review of a premises licence. The meeting will focus on representations made by South Wales Police concerning the operation of a licensed premises, and representations made by other persons. Councillor Sean Driscoll, Councillor Rhys Owain Livesy and Councillor Maliika Kaaba are scheduled to be in attendance.
Application for Review of Premises Licence for Brewhouse
The primary item on the agenda is an application for the review of the premises licence held by SLCD Ltd for Brewhouse, located at 49 St Mary Street, Cardiff, CF10 1AD.
The application for review has been submitted by South Wales Police, citing concerns that the premises' operation is undermining the licensing objectives, specifically:
- Prevention of crime and disorder
- Public safety
- Prevention of public nuisance
- Protection of children from harm
According to the report pack, South Wales Police have serious concerns that the way this premises operates is undermining the licensing objectives due to the premises licence holders' failure to ensure compliance with their licence conditions, as well as a failure to ensure that due diligence is suitably conducted. These failings have led to a number of extremely serious incidents at the premise, which include assaults involving glassware, assaults by door supervisors, general incidents of anti-social behaviour, sexual assaults, and the ongoing failure to comply with licence conditions or provide suitable measures to promote the licensing objectives.
The report pack states that the licence currently permits the sale of alcohol for consumption on and off the premises, the provision of regulated entertainment (live music, recorded music, dance), and late night refreshment, within specified hours.
As part of the review process, a public notice was displayed at the premises, and representations from individuals supporting the licence holder have been received. These representations are included in the report pack as Appendix B. The report pack includes a number of representations from people who state that they feel safe in the venue, including one from a person who says:
I've been drinking in Brewhouse for many years now and as a young woman I can certainly say that I feel 110% safe in this venue I always bring my friends and family here with me for drinks and brunch, if I ever have an issue in this venue I always speak to a member of staff and they are so friendly and welcoming and help me at all times same with the door staff they're all so lovely and always listen to what I have to say.
The Licensing Sub-Committee is able to make several determinations, including:
- Taking no action
- Modifying the licence conditions
- Excluding a licensable activity from the licence
- Removing the Designated Premises Supervisor
- Suspending the premises licence for a period not exceeding three months
- Revoking the premises licence
The report pack includes copies of the site map, a plan of the premises, and the licence conditions as Appendix A. These conditions include mandatory conditions relating to the supply of alcohol, age verification, and door supervision, as well as conditions consistent with the operating schedule, such as the use of CCTV, the employment of SIA approved door supervisors, and participation in schemes like Drug Safe and Radionet1.
