The report pack also notes that the representations in support include a representation from the local MP Anna McMorrin who states,

I write in support of the above planning application to vary the conditions submitted by Rupert Sykes and Fran Ugen-Sykes of Snails Delicatessen Rhwibina.

Snails has been a part of the Rhiwbina community for nearly two-decades and has built up strong support becoming both a thriving independent business and community hub.

Former Ibis Budget, Tyndall Street, Butetown

The committee will also discuss an application relating to the former Ibis Budget hotel on Tyndall Street, Butetown. The Cardiff Council (Housing Development Team) is seeking planning permission for a change of use from a 157-bedroom hotel (Class C11) to a hostel (Sui Generis Use Class2) providing supported accommodation for homeless persons (98 bedrooms with communal kitchen, dining and lounge facilities) for a period of up to three years.

The report pack notes that the Welsh Government received a request to call in the application for determination by the Welsh Ministers, but have since confirmed in a decision letter dated 4th December 2025 that the issues raised are not of more than local importance, and that accordingly the application should not be called in for determination by the Welsh Ministers.

The report pack also notes that two petitions have been submitted in regard to the application, both objecting to the proposed change of use.

Since the hotel's conversion into largescale supported accommodation (or hostel) in January 2025, the facility has been the focus of rampant and escalating anti-social behaviour, including frequent incidents of open drug use, substance abuse, suspected drug dealing, shoplifting, and harassment of local residents, which is undermining public safety and community cohesion in our neighbourhood and threatening the future of local businesses in the area.

The second petition is from local residents and contains 60 signatures and states as follows:

We call on Cardiff Council Planning Committee to reject the planning application of 25/02406/FUL (former IBIS Budget, Tyndall Street, Butetown, Cardiff, CF10 4BE)(Change of use from 157 bedroom hotel (Class C1) to a residential institution (Class C2) providing 98 bedrooms with communal kitchen, dining and lounge facilities, as temporary supported accommodation for persons who are homeless, for a period of three years) and for this building not to be used as a council shelter hostel on the grounds of increased ASB, crime in the area, H+S, not a suitable site for the councils new purpose and lack of public consultation.

The report pack notes that on the 14th December 2023, the cabinet of Cardiff Council resolved to declare a 'Housing Emergency'.

The report pack states that the application seeks a further temporary period of up to three years for a change of use of the existing hotel into a hostel facility for adults who are experiencing homelessness and require support (Sui Generis Use Class).

The report pack notes that Andrew R T Davies MS has also written in objecting to the application, stating the following:

Having met recently with local businesses, I agree with their concerns and the impact it will have upon them.

The business park adjacent to the site is already experiencing the effects of the former hotel being used as homeless accommodation via the Council's emergency powers. Businesses on the park advised me of a noticeable increase in anti-social behaviour, such as litter, noise and drug dealing which has spread to the business park. Concerningly they also advise that the business park is now gaining a stigma with units becoming more difficult to re-let/re-sell since the hostel opened. Additionally, there are examples of members of staff at current businesses who are reluctant to work at the business park, further adding to real and serious pressure that existing businesses face to vacate the site and relocate outside the city.

The report pack also notes that the Atlantic Wharf Residents Association (AWRA), has submitted an extensive representation, and objects for the following summarised reasons:

  • Significant change in planning objectives between PAC and formal application - from C3 (affordable housing) to C2 (institutional accommodation).
  • Questions over procurement process and £13 million purchase price.
  • Fear that the hostel will become permanent, as no clear disposal strategy or timeline exists.
  • Concern over concentration of hostels in Atlantic Wharf (already six in the area) and lack of local amenities (GPs, pharmacies, community centres).
  • Council has not addressed concerns about increased ASB and crime since January 2025.

The committee will also be presented with a schedule of applications that have been determined by delegated powers between 6 November and 3 December.
