The Resources and Corporate Performance Scrutiny Committee is scheduled to meet to discuss the council's financial strategy, council tax support scheme, handling of complaints, and the work programme for the upcoming year. The meeting will also include a discussion of the annual report from the Cabinet Member for Finance and Cost of Living.
Medium Term Financial Strategy
The committee is scheduled to discuss the council's medium term financial strategy. The report pack includes an update on the council's current financial position, including risks, issues, and uncertainties facing its financial resilience.
The report pack also covers:
- The latest outlook for the council's funding and spending, following the 2025 Spending Review and Fair Funding Review and ahead of the Autumn Budget and Local Government Finance Settlement.
- The wider economic outlook.
- The council's forecast outturn position for the 2025/26 financial year and its proposed approach to reserves1.
- Service areas facing particular financial pressures, with commentary on service and corporate-level mitigations.
- Recommended fees and charges for 2026/27, which are detailed in Appendix A - Recommended Fees and Charges Final.
- The council's Capital Programme, including recommended capital investments.
Council Tax Support Scheme
The committee is scheduled to discuss Camden's proposed Council Tax Reduction Scheme (CTS) for the year 2026/27. The report states that the council's current scheme is one of the most supportive in the country, with income bands based on the London Living Wage uprated annually. According to the report pack, over 16,100 households in Camden currently receive 100% support and do not pay any Council Tax.
The report states that the council is being asked to approve an amendment to its Section 13a Discretionary Reductions Policy to include a new 'class' of discount for residents who are terminally ill and experiencing financial difficulty, where they are not entitled to 100% Council Tax Support.
Complaints Handling
The committee is scheduled to discuss two reports relating to complaints handling.
Housing Ombudsman Annual Complaint Handling and Service Improvement Report
The first report relates to the Housing Ombudsman Annual Complaint Handling and Service Improvement Report and Complaint Handling Code Self-assessment for the London Borough of Camden 2024-25.
The report pack includes:
- An annual self-assessment.
- Analysis of housing complaints performance.
- Any findings of non-compliance.
- Service improvements made.
- The Housing Ombudsman Annual Report on the Landlord.
- Any other relevant reports.
The report pack also refers to the Housing Ombudsman's Paragraph 49 Investigation into the council's handling of leaks, damp and mould complaints and repairs. The report states that the Housing Ombudsman confirmed in July 2025 that it was satisfied that all recommendations had been addressed, and that the results of the investigation and the action plan were reported to Housing Scrutiny Committee on 15 September 2025.
Annual Complaints Report
The second report is the London Borough of Camden's Annual Complaints Report for the period 1 April 2024 to 31 March 2025. The report includes information on complaints across all directorates and provides a corporate overview, while signposting readers to detailed results for individual services. The report also provides information on decisions issued by the Local Government and Social Care Ombudsman (LGSCO) and the Housing Ombudsman (HO) in the same period.
The council's constitution states that the Ombudsman's decisions on cases where there have been mistakes or failings (called maladministration
) should be presented to Cabinet on an annual basis for their information only.
Annual Report of the Cabinet Member for Finance and Cost of Living
The Cabinet Member for Finance and Cost of Living is scheduled to provide their annual report for discussion.
Work Programme
The committee is scheduled to discuss the outline of the 2025/26 work programme.
