The Licensing Sub-Committee is scheduled to meet on 10 December 2025 to discuss licensing applications for The White Horse pub and Retail 24. The White Horse, 1-3 Parsons Green, SW6 4UL
The sub-committee is scheduled to consider an application for a new premises licence for The White Horse pub, submitted by Poppleston Allen Solicitors on behalf of Mitchells & Butlers Leisure Limited.
According to the report pack, the applicant is seeking a new licence rather than a variation of the existing one, to reflect changes to the premises' layout and the addition of an external bar. The report pack states that the hours requested in the application are:
- Sale of alcohol (on and off the premises): Sunday to Thursday 11:00 to 00:00, Friday and Saturday 11:00 to 00:30.
- Playing of recorded music (indoors only): Sunday to Thursday 08:00 to 00:30, Friday and Saturday 08:00 to 01:00.
- Late night refreshment (indoors and outdoors): Sunday to Thursday 23:00 to 00:00, Friday and Saturday 23:00 to 00:30.
- Hours open to the public: Sunday to Thursday 08:00 to 00:30, Fridays and Saturday 08:00 to 01:00.
The report pack notes that the applicant has agreed to a revised set of conditions with the police, which are a combination of existing conditions, new conditions, and additional conditions produced following police negotiations.
The Licensing Section has reportedly received three representations regarding the application, from:
- The Council's Noise Team
- A representative of the Walham Green Ward Panel
- A representative of the Barclay Road Conservation Area Neighbourhood Watch Group
The report pack states that these representations remain outstanding, triggering the need for the sub-committee to consider the application.
The report pack details the enforcement history of the premises, including complaints about assaults, pavement obstruction, littering and broken glass. It also lists recent Temporary Event Notices (TENs) applied for by the premises.

The sub-committee is also scheduled to consider an application for a review of the premises licence for Retail 24, following an application made by Hammersmith and Fulham's Trading Standards Team. The review application was reportedly made on the grounds of the prevention of crime and disorder and prevention of public nuisance.
The report pack states that the current premises licence, granted on 25 March 2014, permits the sale of alcohol (off the premises) between 11:00 and 01:00 Monday to Thursday and Sunday, and between 11:00 and 02:00 on Friday and Saturday. There are no restrictions on the opening hours of the premises.
The report pack notes that representations have been received from two individuals supporting the review, one individual opposing the review, and one representation in support of the review from the police. The report pack states that no response has been received from the Premises Licence Holder, Mr Kamran Raza.
