The Licensing (2003 Act) Sub-Committee is scheduled to convene to review a premises licence. Councillors will also be asked to declare any interests in the matters to be discussed, and to confirm the procedure for the meeting.
Review of Premises Licence for 107 Leytonstone Road
The main item on the agenda is a review of the premises licence for 107 Leytonstone Road, Stratford, London, E15 1JA.
The application for the review of the premises licence was submitted by the Trading Standards Team and was received by the Council Licensing team on 10 October 2025. According to the Public Reports Pack, the application was advertised by the Licensing Team by notices placed in the immediate vicinity of the premises

The report states that the grounds for the review relate to all four licensing objectives of the Licensing Act 2003:
- The prevention of crime and disorder.
- Public safety.
- The prevention of public nuisance.
- The protection of children from harm.
A copy of the review application is included as Appendix A in the report pack.
The report pack includes some history of the premises. The premises applied for a licence in 2008, and a sub-committee added conditions to the licence on 7 October 2008 after receiving a representation. The licence was transferred in 2023 and again on 14 October 2025 to Iveta Kleinoviene. No representations were received during the 14-day consultation period for the most recent transfer, so the licence was granted.

- The current premises licence (Appendix C)
- An area plan and street view of the premises (Appendix E)
The current premises licence, Appendix D, states that the licence holder is Iveta Kleinoviene, and the designated premises supervisor1 is Eugenijus Kleinovas. The licence authorises the supply of alcohol between 10:00 and 22:00, Monday to Sunday, for off-site consumption only. The opening hours are listed as 10:00 to 24:00 (midnight) Monday to Saturday, and 10:00 to 22:00 on Sunday. The Licensing Sub-Committee is asked to consider the review application, any representations from the licence holder, responsible authorities2 and interested parties3, and then determine the application.
Declarations of Interest
At the beginning of the meeting, councillors are expected to declare any disclosable pecuniary interests4 or non-pecuniary interests5 they may have in any of the matters being considered. This is in accordance with the Members' Code of Conduct. The Declaration of Interest Guidance included in the report pack provides guidance to councillors on what constitutes a disclosable pecuniary interest or non-pecuniary interest.
