Summary
The Croydon Council Pension Committee met on 9 December 2025 to discuss updates on the Local Government Pension Scheme, performance indicators, and risk management. The committee was also scheduled to discuss contractual arrangements and responsible investment with the London CIV1. Some items, including the investment strategy review, were scheduled to be discussed in Part B of the meeting, from which the press and public were excluded.
London CIV
Several agenda items concerned the London CIV. The committee was scheduled to discuss an update on the Collective Investment Vehicle for London Local Authorities Pension Funds, which included the latest position on Local Government Pension Scheme (LGPS) reform arising from the government's consultation titled Fit for the future
.
Another report on the agenda concerned the contractual arrangements with the London CIV. The agenda stated that legislation requires the Croydon Pension Fund's assets to be transferred under Pool management by 31 March 2026, as part of the requirements of 'Fit for Future'. The committee was asked to delegate the implementation of these contractual arrangements to the Corporate Director of Resources (Section 151 Officer) and the Head of Pensions & Treasury.
The committee was also scheduled to discuss how the London CIV will potentially manage the approach to Responsible Investment of its Partner Funds under pooling regulations applicable from 1 April 2026.
Performance and Risk Management
The Croydon Pensions Administration Team Key Performance Indicators and Pensions Dashboard Reporting for the period August 2025 to October 2025 were scheduled to be discussed. The report sets out the Key Performance Indicators, measured against the legal requirements for the administration of the Local Government Pension Scheme2 for the three-month period up to the end of October 2025.
The committee was also scheduled to review breaches of the law, with a report presenting the current Breaches of the Law log extract for the Pension Fund and highlighting any changes made since the last review carried out at the Pension Committee meeting held on 16 September 2025.
A review of the Risk Register was also on the agenda. The report presents the current Risk Register for the Pension Fund and highlights any changes made since the last review carried out at the Pension Committee meeting held on 10 June 2025.
Investment Strategy and Performance
The agenda included a Part A Progress Report for the Quarter Ended 30 September 2025. The report updates the Pension Committee on the Fund's Investments and current funding position for the quarter to 30 September 2025. The report was scheduled to cover:
- Performance against strategic goals
- Asset allocation strategy and how that is being applied, specifically current and planned investments
- Risk management
- Updates from any recent investment manager meetings.
The agenda also included a Part B Progress Report for the Quarter Ended 30 September 2025 and an Investment Strategy Review 2025, but these were scheduled to be discussed in Part B of the meeting, from which the press and public were excluded.
Other Items
The committee was scheduled to discuss updates from the Local Government Pension Scheme Advisory Board and The Pensions Regulator, noting any implications for the Fund and how they are being addressed in consultation with Fund advisers.
