The report details performance across several key areas, including keeping people in the City safe and feeling safe, reducing and responding to theft and violence, and protecting the City from terrorism. It also covers efforts to put victims at the heart of the Force's work, improve the national policing response to fraud, economic and cyber crime, and foster inclusivity and trust. The report highlights trends in crime, response times, and investigative outcomes, comparing them to previous periods and national averages.
Quarterly HMICFRS Activities Update (Q2 Jul - Sept 2025)
This report provides an overview of His Majesty's Inspectorate of Constabulary and Fire and Rescue Service (HMICFRS) activities undertaken during the second quarter. It details the force's progress in its continuous service improvement framework, focusing on addressing inspection findings and ongoing improvements. The report outlines inspection readiness and progression, including actions from the PEEL Operational Improvement Board, and horizon scanning for upcoming HMICFRS activity such as thematic inspections and document requests. Specific areas of focus include counter-terrorism safeguarding and cybersecurity inspections. The report also details document compilation efforts for firearms licensing and preparations for pending inspections in custody, integrity, national child protection, and serious and organised crime.
Quarterly Sub-Committees Summary Report
The Board was scheduled to receive a summary of public reports that have been considered by the Police Authority Board's Sub-Committees during the quarter. This report aims to provide a consolidated overview of the sub-committees' activities and facilitate the escalation of key issues to the main Board. It excludes summaries of Policing Plan performance papers, which are addressed in a separate report. The summaries included updates from the Local Policing Committee, covering community engagement strategic plan progress and options for crime prevention signage in the City of London. Reports from the Resource and Estates Committee detailed the Q2 revenue and capital budget monitoring, along with workforce monitoring data. The Economic Security and Cyber-Crime Committee's report summarised public complaints data related to Action Fraud and provided an update on the Cyber Griffin programme. Finally, the Professionalism and Trust Committee's report covered updates on professional standards, conduct, vetting, Equity, Diversity, and Inclusivity (EDI), and stop and search and use of force data.
Commissioner's Update
The Board was scheduled to receive an update from the Commissioner on local operations and security. This report covers a range of activities, including the policing operation for the Lady Mayor's Show, the implementation of the Right Care, Right Person
initiative aimed at improving responses to mental health-related incidents, and the progress of Op Zennor,
the City's hotspot policing strategy which has reported a reduction in serious violence in the Bishopsgate area. The update also details the deployment and positive feedback for the City Safe Bus,
an initiative providing support to individuals in need. Further operational highlights include responses to criminal damage incidents, the successful prosecution of a prolific shoplifter, arrests for bike theft, and efforts to reduce phone snatching through Operation Swipe.
The report also touches upon the jailing of a cocaine dealer and an Exchanging Places
event focused on cycle safety. Additionally, the Commissioner's update includes a summary of national functions activity, highlighting engagement on economic crime, a delegation from Malta, and progress on the new Report Fraud
system.
Chair's Public Update
The Chair was scheduled to provide a public update covering strategic engagement, including briefings to Police and Crime Commissioners on the replacement service for Action Fraud and ministerial engagement on the draft Fraud Strategy. The update was also set to cover engagement with the Ministry of Justice and Home Office Permanent Secretaries regarding the Salisbury Square development and police reform. The Chair's update was expected to address the 16 Days of Activism
campaign focused on violence against women and girls, the Winter of Action
on retail and street crime, and the development of Anti-Social Behaviour (ASB) Action Plans. Furthermore, the update was to mention a new City Corporation-funded e-learning tool for SMEs on domestic abuse and ongoing actions related to cycling behaviour. The report also noted that reforms to the Police and Crime Commissioner model would not affect the governance arrangements for the City of London Police.
