Open Council Network is an independent organisation. We report on Harrow and are not the council. About us
The Planning Committee of Harrow Council was scheduled to discuss several planning applications, including major developments at Station Road and Gordon Court, as well as an enclosure for a sports pitch at The Hive Football Centre. The committee was also set to review an appeals summary report for the third quarter.
Major Applications
368-372 Station Road, Harrow HA1 2DE (PL/1216/25)
This application was scheduled for discussion regarding the demolition of the existing building and redevelopment to erect three blocks ranging from 3 to 9 storeys. The proposal included residential units (Class C3) and flexible commercial (Class E) floorspace, along with a landscaped podium, internal courtyard, and associated works. The recommendation was to grant planning permission subject to a Section 106 legal agreement covering various contributions and requirements, including affordable housing viability reviews, training and employment initiatives for Harrow residents, local procurement targets, energy assessments, connection to a district heat network, off-site playspace improvements, transport and highways provisions, and a 'car-free' agreement.
Gordon Court, Stonegrove, Edgware, Harrow HA8 7TQ (PL/1357/25)
The committee was scheduled to consider the redevelopment of Gordon Court to erect a two-storey extension and reconfigure existing accommodation to provide 11 additional residential dwellings, bringing the total to 44. The proposal also included improvements to communal spaces, landscaping, cycle and car parking. The recommendation was to grant planning permission subject to a Section 106 legal agreement that would secure 100% on-site affordable housing provision in the form of social rent residential accommodation, along with contributions for biodiversity net gain monitoring, carbon offset, and legal costs.
The Hive Football Centre, Camrose Avenue, HA8 6AG (PL/1967/25)
This application concerned the erection of an all-weather sports pitch covering to enclose the existing artificial playing pitch. The aim was to provide protection for users during adverse weather conditions and improve usability throughout the year. The recommendation was to grant planning permission, subject to conditions and pending responses from statutory consultees such as the Environment Agency and Sport England.
Appeals Summary
Appeals Summary (Q3) Report
The committee was scheduled to receive a report summarising appeal decisions for the third quarter. This report detailed the outcomes of various planning appeals, including those dismissed and allowed, and provided summaries of the decisions made by the Planning Inspectorate. The report indicated that out of 24 appeal decisions received, 19 were dismissed and 5 were allowed, representing a 79% success rate for the Council. It also noted an 8% decrease in appeals received compared to the previous quarter, with a 33% improvement in performance. The report also included details of two applications for costs against the Council, one of which was awarded and the other rejected.
Other Applications
32 Gerard Road, Harrow HA1 2NE (PL/0909/25)
This application involved the demolition of the existing dwelling and outbuilding and the erection of a replacement two-storey dwelling with habitable roof space. The proposal also included an outbuilding at the rear for leisure use, parking, vehicle access, landscaping, and bin/cycle storage. The recommendation was to grant planning permission subject to conditions.
212 Headstone Lane, Harrow HA2 6LY (PL/1975/24)
The committee was scheduled to discuss the partial demolition of the existing dwelling and outbuilding, followed by the erection of a part ground, part first-floor side and rear extension. This would result in the conversion of the property into five dwellings, with associated parking, bin and cycle storage, and alterations to the drop kerb. The recommendation was to grant planning permission subject to conditions.
