The Appointment Committee is scheduled to meet to discuss the shortlisting of candidates for the position of Operational Manager Legal Services (Property, Planning and Procurement) and Deputy Monitoring Officer, and to approve the minutes of their previous meeting. The public may be excluded from part of the meeting.
Appointment of Operational Manager Legal Services (Property, Planning and Procurement) and Deputy Monitoring Officer
The main item on the agenda is to consider the shortlisting of candidates for the post of Operational Manager Legal Services (Property, Planning and Procurement) and Deputy Monitoring Officer.
The job description states that the post holder will be responsible for high value property related legal work, day-to-day supervision and monitoring of solicitors in the Property and Planning Team, the Local Land Charges Team, and the management of the Principal Procurement Solicitor and the Procurement Team. They will also provide legal advice to the council, cabinet, committees and directorates, and represent the council in court, at tribunals, hearings and inquiries. The post holder will be a member of the Directorate Management Team, supporting the Monitoring Officer as one of her deputies.
The person specification lists essential requirements for the role, including being a qualified solicitor or barrister, and having knowledge and experience in property law, and experience of dealing with complex property law matters and regeneration projects. The successful candidate should also have:

Approval of Minutes
The committee will be asked to approve the minutes of the meeting held on 14 October 2025. The previous meeting included discussion of the appointment of OM1 Legal Services Property, and the committee reviewed one application and resolved to put candidate 81718 forward to the Assessment Centre.
