The Licensing Act 2003 Sub-Committee is scheduled to convene to consider an application for a new premises licence. The application is for 1st City Self Drive, and has attracted a representation from another person, leading to a hearing. Councillors will be asked to decide whether to grant the application in full, grant it in part, or refuse it.
Application for Premises Licence: 1st City Self Drive, Skeltons Lane
The sub-committee will consider an application for a premises licence for 1st City Self Drive, 33 Skeltons Lane, Leyton E10 5BT. Leyton Calling Ltd. has applied for the licence, seeking permission to sell alcohol, host live music, and play recorded music on Fridays, Saturdays and Sundays. The application for a premises licence specifies the following times:
- Sale of alcohol (on and off sales): Friday 17:00 – 22:30, Saturday & Sunday 12:00 – 22:30
- Live Music: Friday 17:00-22:00, Saturday & Sunday 12:00-22:00
- Recorded music and hours the premises is open to the public: Friday 17:00-23:00, Saturday & Sunday 12:00-23:00
According to the Non Cabinet Report, one representation from another person was received, based on the grounds of prevention of public nuisance. A letter from Tim Powell, a resident of Skeltons Lane, is included in Appendix D. Mr Powell writes that he does not want to have live and recorded music played loudly until 10pm on weekends, stating:
This is totally unacceptable and will disturb any peace we as residents have, particularly in summertime, when we would all like to be enjoying our outdoor area. I also feel this level of disturbance will be directly affecting our property price, should we wish to sell down the line.
Appendix D also contains a Responsible Authority Representation
from Sherman Xavier, Licensing Enforcement Officer, Licensing Service.
This representation suggests conditions to combat issues under the licensing objectives, intended to minimise noise nuisance, crime and disorder, and the likelihood of underage sales.
Suggested measures include:
- Litter control
- Verbal reminders to customers to minimise noise when leaving
- Hourly noise observations in the vicinity of residential properties closest to the premises on Skeltons Lane
- Alcohol sold for consumption off the premises to be provided in sealed containers only
- A written risk assessment prior to every function or private booking
- The employment of at least one SIA1 door supervisor on Fridays and Saturdays from 21:00 hours until at least 30 minutes after closing
- The maintenance of an incident book at the premises
- The installation of a CCTV system
- Drinks to be served in polycarbonate/plastic containers
- The presence of suitable first aid supplies and at least one member of staff trained in first aid

Appendix E details conditions agreed with the licensing team, while Appendix F shows a map of the premises location.
Exclusion of Press and Public
The sub-committee may decide to exclude the press and public from the meeting. This would be enacted under Section 100(A) of the Local Government Act 1972, as amended, if representations made at the hearing involve the disclosure of exempt information. This may include information relating to individuals, or information relating to action taken in connection with the prevention, investigation or prosecution of crime.
