The Licensing Act 2003 Sub-Committee is scheduled to convene to consider a temporary event notice (TEN) application and to determine whether to exclude the press and public from the meeting. The meeting will be held at the Waltham Forest Town Hall.
Temporary Event Notice: Walthamstow Trades Hall & Institute
The central item for consideration is an application for a temporary event notice submitted by Miss Catrin Roberts concerning the Walthamstow Trades Hall & Institute, located at 17 Hoe Street, Walthamstow, E17 4SB. The Non Cabinet Report - Walthamstow Trades Hall included in the Public Reports Pack indicates that the notice Appendix A seeks permission for the retail sale of alcohol at the premises on 30 and 31 December 2025, from 11:00 to 01:00 hours. The applicant estimates a maximum attendance of 230 people at any one time. The Temporary Event Notice describes the event as a Vintage Vinyl night. New Year's Eve Eve Party -Playing the coolest vintage Soul & Blues!
The Air Quality & Environmental Protection Service has lodged an objection to the TEN Appendix B, citing concerns about the prevention of public nuisance. Christina Zervou, Air Quality & Environmental Protection Service Manager, stated that the service received numerous complaints from local residents regarding music and noise following an event on 22 November 2025.
I would therefore like to inform you that my Service opposes to the proposed events, unless you provide demonstrable evidence of significant changes in your noise mitigation action plan.
The Public Reports Pack notes that the Walthamstow Trades Hall & Institute currently holds a premises licence Appendix C Appendix D authorising live music, recorded music, and the supply of alcohol. The Public Reports Pack indicates that the sub-committee can either grant or refuse the temporary event notice. If refused, a counter notice must be issued to the applicant with the reasons for the decision.
Exclusion of Press and Public
The sub-committee will consider whether to exclude the press and public from the meeting. This would be done in accordance with Section 100(A) of the Local Government Act 1972, as amended. The grounds for exclusion would be that representations made at the hearing may involve the disclosure of exempt information, as defined in paragraphs 1 or 7 of Schedule 12A to the Act. This may include information relating to individuals or information relating to action taken or to be taken in connection with the prevention, investigation, or prosecution of crime.
