The Greater Lincolnshire Combined County Authority - Employment and Skills Board was scheduled to meet on Wednesday, 21 January 2026. The meeting's agenda included discussions on the appointment of co-opted members to the board and the devolution of adult skills funding, specifically concerning Skills Bootcamps.
Appointment of Co-opted Members
The board was scheduled to consider a report recommending a process for appointing non-voting co-opted members. The report proposed approving two nominations: Professor Neal Juster, Vice-Chancellor of the University of Lincoln, and Mark Locking, Principal and Chief Executive Officer of the Lincoln College Group. Additionally, the board was to consider a recruitment process for two further non-voting members. This process aims to ensure the board has diverse business and education representation in its decision-making.
Adult Skills Funding Devolution
A report was scheduled to provide information on additional devolved skills funding for Skills Bootcamps. The discussion was expected to focus on a recommended process for programme delivery from 1 April 2026 to mitigate uncertainty and delays. The report indicated that the Greater Lincolnshire Skills Bootcamp programme had been highly successful, with a 92% progression rate into employment or promotion between June 2024 and September 2025. The recommendations included supporting the continuation of the programme until July 2027, delegating authority to the Chief Operating Officer to allocate the Skills Bootcamp funding in consultation with the Chairman and Mayor, and endorsing the continuation of the programme through a service level agreement with Lincolnshire County Council. This approach aims to ensure continuity of service delivery and a seamless transition for employers, learners, and the training sector.
The meeting was also scheduled to include time for public questions, the review of minutes from the previous meeting held on 15 October 2025, and chairman's announcements.
