The Licensing Sub Committee of Haringey Council was scheduled to consider two applications for premises licences. These included an application for a review of a licence at The Victoria Stakes and an application for a variation of a licence at Tottenham Post Office.
Application for a Review of a Premises Licence at The Victoria Stakes
The committee was scheduled to consider an application for a review of the premises licence for The Victoria Stakes, located at 1 Muswell Hill, London, N10. This review was initiated by a local resident, Ms. Shiels, due to concerns about public nuisance stemming from noise. The report pack detailed the current licensable activities and opening hours, which include the supply of alcohol from Monday to Friday until 00:00, Saturdays until 00:00, and Sundays until 23:30.
Representations were received from the Haringey Noise & Nuisance Team, residents supporting the review, and residents supporting the venue. The report pack outlined the background of the premises, noting its location in a residential area and the existing planning permission conditions related to its external areas, which stipulated no live or amplified music and restricted usage hours. A key point of contention was an application for a Certificate of Lawful Use for the rear covered dining area, seeking permission for background music and amplified sound, which was noted to be contrary to the original planning permission. The report also referenced the Crime and Disorder Act 1998 and human rights considerations relevant to the application.
The report pack included extensive documentation detailing numerous noise complaints logged by a resident, Oonagh Shiel, between July and November 2025. These complaints detailed issues such as loud music, extractor fan noise, early morning cleaning, construction work, and light pollution. Appendices also contained visual and audio evidence, correspondence with pub management, and council reports.
Representations were also received from other residents and Councillor Cathy Brennan, who supported the review and highlighted concerns about noise and breaches of planning conditions. Conversely, numerous representations were received from individuals and community groups in support of The Victoria Stakes, praising its role as a community hub, its family-friendly atmosphere, and its positive impact on the local area. Many of these representations stated they had never experienced noise issues or anti-social behaviour linked to the pub.
Application for a Variation of a Premises Licence at Tottenham Post Office
The committee was also scheduled to consider an application for a variation of a premises licence for Tottenham Post Office, located at 824-828 High Road, Tottenham, London, N17 0EZ. The application was submitted by Trinetra Foods Ltd, represented by Pankajkumar Kanani, seeking to extend the times for alcohol sales and the premises' opening hours.
The proposed variation sought to allow the sale of alcohol for consumption off the premises from Monday to Sunday, 07:00 to 02:00 hours, with the premises also open to the public during these hours. The report noted that the premises is situated in a terrace of shops with residential above, in an area currently under special measures due to anti-social behaviour, including street drinking, as part of the Clear, Hold, Build
initiative.
Representations were received from the Noise RA (Regulatory Authority), the Metropolitan Police, and residents. The Noise and Licensing team recommended that the licensed premises remain open within their current licensed hours of Monday to Sunday until 00:00, objecting to any extension on the grounds of preventing crime and disorder, public nuisance, and public safety. They highlighted the busy nature of the High Road, existing ASB issues, and the potential for extended hours to exacerbate these problems, undermining the CHB initiative. The Metropolitan Police also objected, citing concerns about increased crime, disorder, public nuisance, and public safety due to late-night alcohol availability in an area already identified as high-harm. They also noted the premises' location within the CHB initiative's footprint.
The applicant, Trinetra Foods Ltd, responded to these concerns, clarifying that the application was not for general extended hours but specifically for event days (Tottenham Hotspur fixtures, concerts, or large-scale events) until 02:00 AM. They argued that this would help stagger customer dispersal, reduce street congestion, and keep patrons safely inside the premises during peak periods, thereby potentially reducing street-level nuisance. They stated their commitment to responsible operation and collaboration with authorities. The current premises licence, issued in June 2008 and transferred in June 2025, permits the supply of alcohol for off-premises consumption from Monday to Sunday, 07:00 to 00:00. Conditions attached after a hearing in September 2016 related to the responsible sourcing of alcohol and tobacco storage.
