The Licensing Panel of Harrow Council met on Thursday 15 January 2026 and rejected an application for a new premises licence for Rileys Sports Limited at 399 Northolt Road, Harrow. The applicant failed to attend the hearing, and the panel decided to proceed with the rejection based on the objections raised by the police and the Licensing Authority.
Rejection of Premises Licence Application for Rileys Sports Limited
The Licensing Panel resolved to REJECT the application for a new premises licence for Rileys Sports Limited, located at 399 Northolt Road, Harrow, HA2 8JE. The decision was made following a hearing where the applicant, Rileys Sports Limited, failed to attend.
The Licensing Officer presented a report outlining the application and the objections received from the Metropolitan Police and the Licensing Authority. These objections raised concerns that the sole director of Rileys Sports Limited, Mr. Riley Gerard Boyd, was closely linked to previous management involved in criminal activity and unlicensed trading. The police and Licensing Authority also expressed concerns that the applicant had provided misleading information and that granting the licence could lead to a repeat of previous problems experienced by residents and the council.
During the hearing, the Licensing Officer informed the panel that the applicant had failed to attend a follow-up meeting with the Licensing Authority on 14 November 2025 without providing an explanation. Furthermore, there had been no contact from the applicant to indicate they would not be attending the hearing.
The panel was advised by their Legal Adviser on the available options, noting that the application was subject to objections from the police and the Licensing Authority, specifically concerning the applicant's ability to uphold the licensing objective of preventing crime and disorder.
In the absence of the applicant, and after hearing from the police and considering the concerns detailed in the Licensing Officer's report, the Sub-Committee determined that there was no reason provided for the applicant's non-attendance. As a result, the Sub-Committee decided to reject the application. The panel concluded that the applicant had not attended to address the objections raised or to demonstrate that the application would not undermine the licensing objectives.
Any party aggrieved by this decision has the right to appeal to the local Magistrate's Court within 21 days of being notified of the decision, in accordance with Schedule 5 of the Licensing Act 2003.
