The Licensing Panel of Harrow Council met on Thursday 15 January 2026 and rejected an application for a new premises licence for Rileys Sports Limited. The applicant failed to attend the hearing, and the panel decided to proceed with the determination in their absence.
New Premises Application Hearing - Rileys Sports Limited, 399 Northolt Road, Harrow, HA2 8JE
The Licensing Panel rejected the application for a new premises licence for Rileys Sports Limited, located at 399 Northolt Road, Harrow, HA2 8JE. The decision was made following a hearing where the applicant, Rileys Sports Limited, failed to attend.
The Licensing Officer presented a report outlining the application and the objections received from the Metropolitan Police and the Licensing Authority. These objections were primarily based on concerns that the sole director of Rileys Sports Limited, Mr. Riley Gerard Boyd, is closely linked to the previous management of the premises, who were involved in criminal activity and unlicensed trading. The report also highlighted that Mr. Boyd had previously provided misleading information and allowed his name and training certificate to be used to deceive authorities at this premises.
The Sub-Committee was advised of the options available to them, including granting the licence, granting it with conditions, excluding certain activities, or rejecting the application. Given the objections raised and the applicant's failure to attend the hearing or provide any explanation for their absence, the Sub-Committee determined that they could not adequately assess whether the applicant could uphold the licensing objectives, particularly the prevention of crime and disorder.
In the absence of the applicant and with the police and Licensing Authority Officer present to give their evidence, the Sub-Committee decided to reject the application. They concluded that the applicant had not demonstrated that the application would not undermine the licensing objectives.
Any party aggrieved by this decision has the right to appeal to the local Magistrate's Court under Schedule 5 of the Licensing Act 2003 within 21 days of being notified of the decision.
