The Licensing (2003 Act) Sub-Committee of Newham Council is scheduled to meet on Wednesday 14 January 2026. The primary item on the agenda is a review of the premises licence for Roman Express, located at 347 Barking Road, East Ham, E6 1LA.
Review of Premises Licence for Roman Express
The sub-committee is scheduled to hear and determine an application for the review of the premises licence for Roman Express. This review application was submitted by the Trading Standards Team on 19 November 2025. The grounds for the review are stated to be in relation to all four licensing objectives: the prevention of crime and disorder, public safety, the prevention of public nuisance, and the protection of children from harm.
The report pack indicates that representations have been received from the Licensing Team as a responsible authority, detailing concerns related to these licensing objectives. A copy of the review application, along with supporting documents including statements and pictures, is attached to the report. CCTV footage has also been submitted by the Police, which is included as a restricted appendix.
The report details the history of the premises' licence, noting it was grandfathered over from an old justice licence in 2005, with changes to the licence holder and Designated Premises Supervisor (DPS) in 2012, 2016, and most recently in 2021. The current licence is attached as Appendix D.
The Metropolitan Police Service has submitted an application for the review of the premises licence. Their application outlines an incident on Saturday 18 October 2025, involving a fight at the location, which led to a wounding investigation. The police report details their investigation into the incident, including viewing CCTV footage which allegedly shows staff members wielding a baseball bat, and the licensee/DPS kicking a person on the floor. The police state their opinion that the venue has seriously undermined the licensing objectives
and respectfully request that the premises licence be revoked.
The sub-committee members are asked to hear the review application, consider representations from the licence holder, responsible authorities, and any interested parties, and then determine the application.
