Annual Report - Work of the Panel & Terms of Reference Review
The panel was set to review its activities over the preceding 12 months against its stated objectives. This report, provided by the Director of Property Management, also included a review of the panel's terms of reference. The report noted that the pace of regulatory change had slowed somewhat following the Grenfell Inquiry Phase 2 recommendations, with a timeline for implementation extending to 2029. It was proposed to defer a formal review of the panel's terms of reference to a later meeting to allow for any changes arising from government updates on the Grenfell recommendations to be incorporated. The report also detailed the panel's activity throughout 2025, including discussions on Residential Personal Emergency Evacuation Plans (RPEEPS) and updates on fire safety actions.
Structural Surveys and Assessments
A report from the Director of Property Management was scheduled to outline Camden Council's approach to structural surveys and assessments. This was intended to ensure the council meets regulatory requirements, maintains resident safety, and prevents disrepair. The report detailed the council's existing cyclical stock condition survey programme and the introduction of a more detailed discretionary survey programme. It also addressed the new requirements under the Building Safety Act 2022 for structural assessments of tall buildings and considerations for structural risks under Awaab's Law. The report highlighted the integration of these assessments with existing programmes and outlined specific structural risks such as Large Panel System (LPS) buildings, Reinforced Autoclaved Aerated Concrete (RAAC), balconies, and structural steel in mansion blocks.
Performance on Compliance Q2 2025/26
This report from the Director of Property Management was intended to provide an update on compliance across fire, legionella, asbestos, gas, electrics, and lifts (FLAGEL) for the housing portfolio during the second quarter of the 2025/26 financial year. It was also set to include Q2 performance on safety Tenant Satisfaction Measures (TSMs), an update on progress in completing fire safety actions and delivery against the Voluntary Undertaking agreed with the Regulator of Social Housing (RSH), and an update on Building Safety Case submissions and performance against Awaab's Law. The report included a response to a previous panel question regarding issues identified on the Mayford Estate.
Forward Plan
The Director of Property Management was scheduled to present a report suggesting a possible work programme for future meetings of the panel. This included a review of the proposed work programme for 2026 and invited the panel to suggest any additions or amendments. The report also provided an update on actions requested at previous meetings, as detailed in the action tracker. The April 2026 meeting agenda was noted to be limited due to the local government pre-election period, focusing on information items such as the LFB Annual Report, the Compliance Performance report, and the redefinition of High-Rise/Higher-Risk buildings.
