The Projects and Procurement Sub-Committee is scheduled to meet on Wednesday, 28 January 2026. The meeting's agenda includes a review of the procurement strategy for the City of London Street Homelessness Outreach and Support Service, an update on the Commercial, Change & Portfolio Delivery Risk Register, and several project closure reports.
City of London Street Homelessness Outreach and Support Service – Stage 1 Procurement Strategy
A key item for discussion is the proposed procurement strategy for the City of London Street Homelessness Outreach and Support Service. This service aims to identify and assist rough sleepers within the Square Mile. The report outlines a plan to consolidate three existing services into a single contract with one provider, with an estimated value of up to £8.3 million over a core term of three years, with an option for a two-year extension. The strategy proposes using the Competitive Flexible Procedure under the Procurement Act 2023, with an evaluation criteria ratio of 55% Quality, 15% Responsible Procurement, and 30% Price. The report highlights a significant rise in street homelessness in the City of London over the past five years, with figures showing an increase from 350 individuals in 2020/21 to 878 in 2024/25. The proposed flexible service aims to adapt to changing needs and demands.
Commercial, Change & Portfolio Delivery Risk Register Update
The Sub-Committee will receive an update on the risk management activities within the Commercial, Change and Portfolio Delivery (CCPD) Division. The report indicates that the division is currently managing one AMBER Corporate Risk, CR33, which relates to the Project portfolio strategic impact and/or financial value.
This risk remains at an AMBER 12 level, with mitigations focusing on collaboration between project managers, finance, and commercial teams, and the mobilisation of the P3 governance framework. The report notes the recent launch of the P3 framework and ongoing work to develop a Project Management Academy and validate project portfolio data.
Project Closure Reports
Several project closure reports are scheduled for discussion, all of which are for information. These include:
- Avondale Square Estate External Works (Phase 1: Point Blocks): A project proposal for external works at the Avondale Square Estate.
- Transforming Fleet Street: An outline options appraisal for the transformation of Fleet Street.
- Fenchurch Street Area Healthy Streets Plan: Authority to start work on this plan.
- St. Paul's Gyratory Transformation Project – Greyfriars Square: Authority to start work on this project.
- Holloway Estate Window Replacement and Common Parts Redecorations: A project closure report.
- Middlesex Street Estate - Cold Water Distribution System Replacement: A project closure report.
- Petticoat Tower Balcony Screens: A project closure report.
- Petticoat Tower Fire Doors: A project closure report.
- Sydenham Hill Window Replacement and Common Parts Redecorations: A project closure report.
- Windsor House Window Replacement and Common Parts Redecorations: A project closure report.
- York Way Estate - Cold Water Distribution System Replacement: A project closure report.
Other Agenda Items
The agenda also includes the confirmation of public minutes from the previous meeting held on 18 November 2025, and an outstanding actions log for information. The meeting will also consider the exclusion of the public for certain items, followed by non-public minutes and an outstanding actions log.
