The Licensing Committee of Croydon Council is scheduled to consider a review of the borough's cumulative impact areas. The committee will also receive minutes from previous meetings.

Review of Cumulative Impact Areas

A key item on the agenda is the consultation regarding the review of cumulative impact areas (CIAs) within the London Borough of Croydon, as outlined in the Licensing Act 2003 - Consultation: Review of Cumulative Impact Areas Within The London Borough of Croydon Statement of Licensing Policy. Cumulative impact refers to the potential negative effects on the promotion of licensing objectives – preventing crime and disorder, public nuisance, ensuring public safety, and protecting children from harm – that can arise from a high concentration of licensed premises in one area.

The report details the review of the current CIA and the evidence supporting it. The committee is recommended to consider this review and agree to commence statutory consultation on whether the existing CIAs should be retained. The outcome of this consultation will be reported back to the committee for further consideration. The council currently has five CIAs, which specifically relate to premises licensed to sell alcohol for consumption off the premises, such as off-licences, shops, and supermarkets. These areas are:

• Along the Brighton Road; South End; High Street, George Street corridor, from the Royal Oak Centre on Brighton Road, Purley to the junction of George Street and Cherry Orchard Road in Central Croydon.
• Along the London Road/Streatham High Road corridor, in three sections: from the junction of London Road and Tamworth Road in West Croydon to the junction of Canterbury Road; from the junction of Broughton Road to the junction of Melrose Avenue; and from the junction of Northborough Road to the borough boundary with the London Borough of Lambeth.
• Along the Brigstock Road and High Street, Thornton Heath corridor, from the junction of Brigstock Road and London Road in Thornton Heath to the junction of High Street, Thornton Heath and Whitehorse Lane.
• Along the length of Central Parade, New Addington.
• Along the length of High Street, South Norwood from the junctions with Oliver Grove and Station Road to the junction with Lancaster Road, and along the length of Portland Road from the junction with High Street to the junction with Spring Lane, Woodside.

The report notes that these five areas correlate with areas of high crime and anti-social behaviour incidents over the last three years, with data from the Metropolitan Police Service indicating a significant number of offences recorded where alcohol was a factor, and a substantial number of anti-social behaviour incidents linked to alcohol. The council's licensing policy aims to manage cumulative impact by potentially limiting the number or types of licence applications granted in such areas.

Minutes of Previous Meetings

The committee is also scheduled to approve the minutes of the previous Licensing Committee meeting held on Tuesday, 2 December 2025, and the minutes of previous Licensing Sub-Committee meetings held on Monday, 15 December 2025. These minutes will be presented for confirmation as accurate records.
