The Appointment Committee of Cardiff Council met on Monday 02 February 2026 to consider candidates for the role of Director, Strategy and Transformation. The committee reviewed applications and resolved to put six candidates forward to the next stage of the recruitment process, the Assessment Centre.
Appointment of Director, Strategy and Transformation
The committee's primary focus was the longlisting of candidates for the significant role of Director, Strategy and Transformation. This position is crucial for driving the council's service transformation agenda, including its Change and Reform programme, and the effective use of data and technology. The role, advertised with a salary of £147,524 per annum, requires strategic leadership in areas such as corporate policy, performance management, communications, and partnerships.
The committee reviewed 23 applications, assessing each candidate against the essential competencies outlined in the Behavioural Competency Framework and the Role Profile. Following this review, the following six candidates were selected to progress to the Assessment Centre stage: 85022, 85015, 85001, 84989, 84982, and 84946.
The recruitment process for this senior role is designed to ensure that the council attracts experienced and accomplished managers capable of exploring new ways of working across boundaries and sectors to achieve the best possible outcomes for Cardiff. The role profile highlights the need for individuals with the technical skills, managerial capacity, and innovation to support the council's political leadership in delivering an ambitious policy agenda, including the annual Corporate Plan, and achieving the vision of a 'Stronger, Fairer, Greener' Cardiff. This includes developing effective working relationships with public service partners through the Cardiff Public Services Board1 and other regional partnerships.
The meeting also confirmed the Terms of Reference for the Appointment Committee, which outline its function in discharging the authority's responsibilities regarding the appointment and dismissal of Chief Officers and Deputy Chief Officers, in accordance with relevant regulations and council procedures.
