The Planning Committee of Harrow Council met on Wednesday 25 February 2026, refusing two planning applications and deferring one. The committee refused the application for a new dwelling at 3 Gerard Road due to concerns about its scale and design, and also refused the application for a multi-use games area adjacent to Druries House on High Street, citing concerns about noise and disturbance to neighbouring residents. The application for a new dwelling at Silverwood, South View Road, was deferred by planning officers.
3 Gerard Road, Harrow HA1 2ND
The committee refused the application for the redevelopment of 3 Gerard Road to create a semi-detached two-storey dwelling with a basement. The refusal was based on the proposal's scale, frontward ground floor projection, design, and the size of the rearward extensions, which were deemed to be out of character with the locality and constituted an overdevelopment of the site. This decision was contrary to policies CS1 of the Harrow Core Strategy (2012), DM1 of the Development Management Policy (2013), D3 of the London Plan (2021), and GR1 of the Draft New Local Plan (2021-2041). Councillor Aneka Shah-Levy spoke in objection to the application.
Land adjacent to Druries House, High Street, HA1 3HT
The committee refused the application for the construction of a new fenced multi-use games area (MUGA) adjacent to Druries House. The refusal was based on the proposal's topography and its relationship with properties to the rear, which were considered to adversely affect the amenities of the occupiers and the enjoyment of their homes due to noise and disturbance. This decision was contrary to policies DM1 of the Harrow Development Management Policy (2013), D3 and D14 of the London Plan (2021), and GR1 of the Draft New Local Plan (2021-2041). Councillor Stephen Hickman spoke in objection to the application.
Silverwood, South View Road, HA5 3YA
The application for the demolition and redevelopment of Silverwood to provide a two-storey dwelling was deferred by planning officers. The reasons for deferral were detailed in a tabled addendum, and the committee was asked to grant planning permission subject to conditions listed in Appendix 1 of the report. However, the minutes indicate this item was deferred by planning officers, and no decision was made at this meeting.
