The Licensing Sub-Committee of Barking and Dagenham Council met on Wednesday, 4 March 2026, to consider an application for a premises licence for Judiya Enterprises. The committee granted the amended application after an agreement was reached between the applicant and the police, resolving the initial objections.
Judiya Enterprises Premises Licence Application
The primary business of the meeting was the determination of an application for a new premises licence for Judiya Enterprises, located at 70 Station Parade, Barking IG11 8EA. The application, made by Gnanasegeram Moses Raijkumar, sought permission for the sale of alcohol seven days a week, from 7:00 am to 2:00 am the following morning.
The Metropolitan Police had initially raised an objection to the application, citing concerns that the proposed late hours would contribute to anti-social behaviour and crime, potentially undermining the licensing objectives of the prevention of crime and disorder, public safety, and the prevention of public nuisance. The police noted that the premises already had extended hours compared to other off-licences in the area and expressed concern about the potential for increased street drinking, particularly as the premises is located within a Public Spaces Protection Order (PSPO) area. They also highlighted previous issues with the premises regarding serving alcohol to known street drinkers and language barriers with staff.
However, following discussions between the applicant's agent and the police, an agreement was reached. As a result, the police formally withdrew their representation. The application was subsequently amended to reflect new proposed hours: Sunday to Thursday from 7:00 am to midnight, and Friday to Saturday from 7:00 am to 2:00 am. The opening hours were also amended to align with these times, with agreed conditions.
The Licensing Sub-Committee, chaired by Cllr Adegboyega Oluwole, with Cllr Victoria Hornby and Cllr Lynda Rice in attendance, considered the report and the agreed amendments. As neither the applicant nor the police were present at the hearing, and with the police objection withdrawn, the Sub-Committee resolved to grant the amended application. This decision was made after due consideration of the Licensing Act 2003, statutory guidance, the Council's Statement of Licensing Policy, and all relevant law and guidance. The decision aligns with the council's vision for Barking and Dagenham to be a place where people are proud to live, work, study, and stay, by ensuring that licensable activities are managed responsibly.
