Open Council Network is an independent organisation. We report on Enfield and are not the council. About us
The Housing and Regeneration Scrutiny Panel met on Wednesday 4 March 2026 to review updates on key council housing projects and policies. The panel received detailed reports on the Reardon Court extra care scheme, the council's approach to damp and mould, and the progress of the Joyce and Snells estate regeneration.
Reardon Court Update
Neil Wightman, Director of Housing Services (Residents), presented an update on the Reardon Court extra care facility. The scheme, a collaboration between Housing and Adult Social Care, now has 70 fully occupied one and two-bedroom flats for elderly residents requiring additional care. The panel was informed that the development addresses a significant housing need for older people with care requirements. Lessons were learned during the development, particularly regarding the logistics of housing residents with varying care needs and ensuring a balanced approach to lettings. The panel heard that the tenure of residents is mixed, including existing housing tenants downsizing, those from temporary accommodation, and private owners. The building features two large lifts capable of accommodating beds and numerous fully wheelchair-accessible flats.
Damp and Mould Update
Andrew Cotton, Service Director for Council Housing (Homes), provided an update on the council's strategy for managing damp and mould. He outlined that the council operates within the regulatory framework of the Landlord and Tenant Act 1985 and has updated its policies, including the Asset Management Strategy and Repairs Policy. A dedicated Damp and Mould Task Force has been established, working across departments and with Public Health partners to respond to reports, assess risks, and carry out remedial works. The council is consistently meeting statutory response times, achieving 100% compliance on 24-hour orders. The panel sought reassurance regarding the council's preparedness for Awaab's Law, noting positive assessments of the council's readiness. Concerns about the adequacy of the budget for damp and mould issues were addressed, with assurances that the budget is sufficient and expenditure is on track.
Joyce and Snells Update
Sarah Lovell, Regeneration Programme Director, presented an update on the Joyce and Snells estate regeneration scheme. Key milestones include securing planning permission and the approval of Hill Partnership as the main works contractor. The scheme has progressed through enabling works, detailed design, and submissions to the building safety regulator. The regeneration aims to create a cohesive, sustainable neighbourhood by accelerating delivery through a revised phasing plan, which includes bringing forward Phase 2. This revised plan will reduce demolition and increase the number of new homes, thereby expediting the rehousing of residents. The scheme will deliver a mix of new social and affordable housing, improve public spaces, and strengthen community ties. Ongoing work involves refining designs and managing the complexities of phased construction. The panel sought clarification on the number of homes expected to be completed by 2032, with confirmation that 60 secure tenants have already moved into new homes and that Phase 2 will accommodate all current tenants. Concerns were also raised regarding the scheme's funding, total costs, sources of finance, and financial viability. The panel was informed that the Housing Development Programme has Key Performance Indicators that the scheme meets, ensuring its viability on a phase-by-phase basis.
