The Planning Committee of North West Leicestershire Council was scheduled to consider three planning applications. These included a proposal for five self-build dwellings in Coleorton, the erection of a single-storey detached dwelling in Hugglescote, and a change of use application for a children's care home in Thringstone.
Permission in Principle for Five Self-Build Dwellings in Coleorton
The committee was scheduled to discuss an application for Permission in Principle (PIP) for five self-build dwellings on land to the rear of The Brambles, Lower Moor Road, Coleorton. This application is being considered under the Town and Country Planning (Permission in Principle) (Amendment) Order 2017. The site is located outside the defined limits to development in the adopted North West Leicestershire Local Plan (2021) and falls within the National Forest. Concerns were raised by consultees including the NWLDC Conservation Officer, Historic England, and The Gardens Trust regarding potential harm to the setting of the Grade II* Registered Park and Garden of Coleorton Hall. Leicestershire County Council's Ecology team also raised concerns about the lack of a protected species survey. The report noted a significant unmet demand for self-build plots in the district, which is a material consideration.
Erection of a Single-Storey Detached Dwelling in Hugglescote
The committee was scheduled to consider an application for full planning permission for a single-storey detached dwelling on land to the rear of 46 Garfield Road, Hugglescote. The site is located within the Limits to Development as defined by the Local Plan. Previous plans for three bungalows on this site were refused in 2021 due to concerns about design, density, scale, and impact on residential amenity. The current application proposes a smaller development. Neighbours had raised objections concerning access, parking, waste collection, flood risk, and biodiversity. The County Highway Authority raised no objection, subject to conditions, and the County Ecology Team also raised no objection, subject to conditions for biodiversity enhancement.
Change of Use to a Children's Care Home in Thringstone
The committee was scheduled to consider an application for full planning permission to change the use of a dwellinghouse at 81 Main Street, Thringstone, from a residential dwelling (C3) to a children's care home (C2) for up to three young people. The property is located within the Limits to Development. The proposal includes internal alterations to convert the integral garage to a lounge and an increase in on-site parking. The report noted that two other properties in close proximity, 73 and 75 Main Street, have previously been granted planning permission for similar uses. Concerns were raised by a local resident and the local Member of Parliament regarding potential parking issues, noise and disturbance from staff changeovers, and the cumulative impact of multiple care facilities in the area. The County Highway Authority raised no objection, subject to a condition for increased on-site parking.
