Billi Boom Boom, 181 High Street, New Malden, KT3 4BH
The committee granted a new premises licence for Billi Boom Boom, a Chinese restaurant located at 181 High Street, New Malden, KT3 4BH. The licence authorises the sale of alcohol for consumption on and off the premises from 11:00 to 23:00 daily.
The application was initially met with concerns from Trading Standards regarding the operating schedule, but these were addressed through amendments, satisfying the representation. One representation was received from a local resident, raising concerns about potential noise, anti-social behaviour, and parking issues. However, the applicant's representative argued that these concerns were speculative and not supported by evidence, citing the restaurant's high-end dining concept, the absence of regulated entertainment, and the proposed comprehensive CCTV system as mitigating factors.
The committee granted the licence subject to conditions derived from the applicant's operating schedule, including those related to CCTV, staff training, noise management, and age verification. A key condition is that All sales of alcohol shall be made as an ancillary sale to the provision of a substantial table meal.
Additionally, the committee imposed a condition that the supply of alcohol for on-sales would cease 30 minutes prior to the premises' closing time.

The committee approved a variation to the premises licence for The Albert Arms, located at 57 Kingston Hill, Kingston upon Thames, KT2 7PX. The variation allows for customer use of the Middle Terrace and Lower Terrace external areas until 22:00 daily, an extension from the previous 21:00 restriction.
The application was supported by two representations from local residents and opposed by one. The objector expressed concerns about noise nuisance and disturbance, particularly during warmer months, and the impact on their ability to ventilate their homes. The applicant's representative argued that the extension was modest, aligned with the council's licensing policy, and would benefit the business by allowing customers to enjoy outdoor dining for longer, especially during peak seasons. They highlighted the pub's proactive community engagement and the absence of recorded noise complaints.
A local resident spoke in support of the application, describing The Albert Arms as a well-run, responsible and considerate business
and a valuable community asset. He stated he had never experienced noise or nuisance from the pub and believed the extension would not negatively impact the licensing objectives.
The committee granted the variation, replacing the existing condition with the new one allowing customer use of the Middle and Lower Terraces until 22:00. An additional informative was added, requiring The Albert Arms to conduct a postcard drop to local residents detailing staff contact information for noise complaints, along with the Kingston Licensing department's details.
