Election Spending Returns Update

The committee will receive an update on outstanding election spending returns from the 2025 Kent County Council election. As of 28 April 2026, 11 returns were still incomplete or outstanding out of a total of 427 candidates. These outstanding returns fall into three categories: missing spending returns, agent declarations, and candidate declarations; missing agent declarations; and missing candidate declarations. The report notes that failure to submit a spending return or declaration by the deadline without an authorised excuse is a criminal offence. The committee is asked to note the report and request the Monitoring Officer to consider potential follow-up actions.

Outside Bodies Update

An update will be provided on appointments to outside bodies. The Selection and Member Services Committee is responsible for making these appointments on behalf of the County Council, with a convention to share these proportionally between political groups. Following a previous meeting, Democratic Services wrote to all members seeking expressions of interest for remaining vacancies. As of the time of writing, expressions of interest have been received for all but one outside body. Appointments are being made under delegated authority, and a full list of confirmed appointments will be shared before the meeting. Where multiple expressions of interest have been received for a single appointment, Democratic Services will liaise with Group Leaders to resolve these. If any appointments remain unresolved, the committee will be asked to determine them.
