The Health & Adult Social Care Select Committee of Buckinghamshire Council is scheduled to consider the performance and future strategies of two key NHS trusts serving the county. The meeting will also address the committee's future work programme.
Buckinghamshire Healthcare NHS Trust Performance and Quality Account
The committee is scheduled to receive an update from Buckinghamshire Healthcare NHS Trust regarding its performance in the 2025/26 financial year and its key areas of focus for 2026/27. This will include information on the Trust's annual quality account, which details patient safety, clinical effectiveness, and patient experience. The presenters are expected to be Raghuv Bhasin, Chief Executive Officer; Jon Evans, Chief Finance Officer; and Mitchell Fernandez, Deputy Chief Nurse. The report pack highlights the Trust's new 10-year strategy, which aims to help people live healthier, more independent lives
by shifting focus from treatment to prevention. It also details significant capital investment in estate infrastructure and advancements in digital health, including digitising maternity notes and switching to electronic prescribing. The Trust's AI-enabled patient experience tool, Quail, which analyses patient feedback, is also mentioned as a success.
Oxford Health NHS Foundation Trust's Emerging Strategy
A significant portion of the meeting is dedicated to an overview of Oxford Health NHS Foundation Trust's emerging strategy for 2026-2031. Amélie Bages, Executive Director of Strategy, and Sam Shepherd, Deputy Director of Strategy and Planning, are scheduled to present. The strategy is being developed in response to national and local drivers, including the NHS 10 Year Plan's emphasis on shifting from hospital to community-based care, moving from analogue to digital, and from sickness to prevention. The emerging strategy aims to improve quality of life and experience of care
for patients, carers, and families, help improve the health of people locally, nationally & beyond,
and ensure our culture supports colleagues to thrive, learn and deliver the best care possible.
The report pack indicates that the strategy has been shaped through a two-phase engagement process with colleagues, patients, carers, and partners. The committee is asked to consider initial reflections on this emerging direction.
Work Programme
The committee will discuss and agree on the items for its future work programme. Proposed topics for the next meeting include the Better Care Fund, Integrated Healthcare Equipment Services, and the draft report for the Access to Emergency Care Review.
