The Housing Scrutiny Commission of Leicester City Council was scheduled to discuss several key reports concerning housing safety, tenant satisfaction, and the council's provider improvement plan. A significant focus was placed on the council's response to Awaab's Law and the overall health and safety compliance across its housing stock.
Provider Improvement Plan Update Report
The Director of Housing was scheduled to present an update on the progress of the housing division's Provider Improvement Plan (PiP). This plan was developed following a routine inspection by the Regulator of Social Housing (RSH) in May 2025, which resulted in a consumer grading of C3. The report was expected to detail the actions being taken to achieve compliance with consumer standards, with a target of a C2 or above rating. The PiP outlines 26 individual actions grouped thematically, addressing areas such as stock quality, repairs and maintenance, health and safety, and transparency. The report indicated that as of December 2025, five actions were fully complete, seven were rated amber, and the remaining thirteen were rated green, meaning they were on track. The report also outlined a timetable for future updates to the Lead Member for Housing, the City Mayor, the Tenant Scrutiny Panel, and the Housing Scrutiny Commission.
Hazards in Housing – Summary Report in relation to LCC's Response to Awaab's Law
This report was set to outline the requirements of Awaab's Law and the division's arrangements for compliance. Phase 1 of Awaab's Law, which came into effect on 27 October 2025, mandates social landlords to address emergency hazards and significant damp and mould hazards within specified timeframes. The report detailed a phased approach to meeting these requirements, acknowledging challenges in resource allocation and the procurement of a new mobile working solution. The phased approach aimed to balance compliance with Awaab's Law with the ongoing need to address outstanding repairs. The report indicated that from 27 October 2025, the Housing division was committed to completing emergency hazards within 24 hours and significant damp and mould hazards within 5 working days, with technical inspections within 10 working days and written reports to tenants within 3 working days where needed. Further reviews and adjustments to the approach were planned from April 2026.
Health and Safety in LCC Properties Report
This report was intended to provide the first comprehensive overview of health and safety arrangements and performance across Leicester City Council's housing division. It was expected to detail the council's strategic approach and operational performance regarding health and safety compliance, referencing key legislation such as the Health and Safety at Work etc. Act 1974, the Fire Safety Act 2021, and the Landlord and Tenant Act 1985. Specific areas covered included Gas Safety, with a 100% compliance target for properties with gas appliances and an annual gas safety check programme; Electrical Safety, detailing a 5-year cyclical Electrical Installation Condition Report (EICR) programme and a dedicated Electrical Safety Team; Annual Asbestos Inspections in communal areas; Fire Safety, categorising stock by risk and outlining management strategies for high, medium, and low-risk blocks; Water Hygiene, including Legionella risk assessments; and Passenger Lift Safety, ensuring compliance with LOLER regulations. The report aimed to establish a baseline for ongoing monitoring and continuous improvement.
Work Programme
The Commission was scheduled to consider its work programme for the upcoming period. This included reviewing previously discussed items and identifying any additional items that members considered necessary for future discussion. The work programme document indicated that items such as the Housing Regulator update, Awaab's Law implementation, and Health and Safety Compliance, including repairs and maintenance updates, were scheduled for discussion.
Hazards in Housing – Summary Report in relation to LCC's Response to Awaab's Law Appendix B
This appendix was expected to provide a detailed process and timeframe for how reports of damp and mould are handled, from initial reporting through to the completion of remedial works, as implemented since October 2025.
Statement and Responses to Questions
A statement from a member of the public was scheduled to be presented, raising concerns about potential systemic governance risks within Housing, particularly concerning complaints handling, procedural compliance, and oversight transparency. The statement highlighted findings from the Regulator of Social Housing and the Local Government and Social Care Ombudsman. Following the statement, responses to five specific questions were to be provided, covering complaint acknowledgement compliance, procedural escalation safeguards, the independence of complaint investigations, data governance, and scrutiny oversight of complaint trends.
Minutes of Previous Meeting
The minutes of the Housing Scrutiny Commission meeting held on Tuesday, 17 March 2026, were to be confirmed as a correct record.
