Open Council Network is an independent organisation. We report on Bromley and are not the council. About us
The Public Protection and Enforcement Policy Development & Scrutiny Committee meeting was scheduled to cover a range of operational updates, performance reviews, and risk assessments. Key discussions were expected to include the Public Protection Portfolio Plan, budget monitoring, business continuity, and the council's risk register.
Matters Arising and Work Programme
The committee was scheduled to review progress on actions arising from previous meetings and to consider the Forward Work Programme for the upcoming year. This includes updates on the town centre bollard incident and road safety enforcement measures. The work programme for the year ahead was to be discussed, with potential changes and issues for scrutiny to be identified.
Portfolio Holder Update
Councillor Angela Page, the Portfolio Holder for Public Protection and Enforcement, was scheduled to provide an update on her activities and any significant developments within the portfolio. This would likely include a review of recent operational successes and challenges faced by the various public protection teams.
Public Protection Performance Overview
A report was scheduled to provide an overview of performance against the key performance indicators (KPIs) set out in the Public Protection & Enforcement Portfolio Plan for 2025/26. The report was expected to highlight areas performing well, as well as any indicators rated as red or amber, which signify performance below expectation.
Budget Monitoring
The committee was to review the revenue budget monitoring position for the Public Protection & Enforcement Services Portfolio for the third quarter of the financial year 2025/26. The report was expected to detail projected expenditure and activity levels against the approved budget, with a projected breakeven position anticipated for the year-end.
Update Items
Several update reports were scheduled for discussion:
Business Continuity and Resilience Update
This report was to provide an account of the key resilience works undertaken in 2025-26 and assure the committee of the Council's Civil Contingency activities for 2026-27. This includes details of incident responses, training programmes, and exercises conducted, as well as updates on the Borough Resilience Forum and Resilience Standards for London.
Risk Register
The committee was to review the revised Public Protection and Enforcement Risk Register. This document details the main departmental risks and associated mitigation measures, forming part of the evidence base for the Council's Annual Governance Statement. The report was expected to highlight any current red risk ratings, such as increased costs for the Coroners Service.
Contracts Register
An extract from the Contracts Register, detailing contracts with a whole life value of £50,000 or higher, was to be presented for scrutiny. This report provides a snapshot of the council's procurement activity and allows for the review of contract performance and management.
Public Protection Service Update
