The Standards Advisory Committee of Tower Hamlets Council met on Thursday, 12 March 2026, to discuss a range of matters concerning member conduct and development. The meeting's agenda included a review of the Member Induction Programme for 2026, updates on the Register of Interests and Gifts and Hospitality, and a report on Members' Code of Conduct matters.
Member Induction Programme 2026
The committee was scheduled to consider the proposed Member Induction Programme for 2026, which is being prepared in advance of the local elections in May 2026. This programme aims to equip both new and returning councillors with the necessary administrative, training, and informational resources to effectively perform their roles. The plan includes administrative tasks, a comprehensive training schedule, and seminars designed to familiarise councillors with the council's operations and priorities. The programme has been developed with input from the Local Government Association (LGA) and other London authorities, and has undergone initial feedback from the General Purposes Committee and the Standards Advisory Committee in September 2025. Key elements of the plan include pre-election communication, a welcome brochure, administrative registration, a welcome evening to meet senior officers, and a structured training programme running from May to July. The training covers a wide array of topics, from political culture and ethics to specific committee functions and IT skills, with a focus on developing practical skills for councillors. Mandatory training sessions are identified, and a personal development plan process is included to shape ongoing training needs.
Register of Interests and Gifts and Hospitality Quarterly Update
A quarterly update on the Register of Interests and declarations of gifts and hospitality was scheduled for review. This report monitors compliance with the Council's Code of Conduct for Members, which requires the registration and disclosure of interests, as well as the declaration of any gifts or hospitality received with an estimated value of £25 or more. The report covers the period from 24 November 2025 to 28 February 2026. During this period, two declarations were received, both concerning gifts of wine from the Chinese Embassy, which were declined. Both declarations were made within the required timeframe. The report also noted that the next full review of the Register of Interests will occur after the local elections in May 2026.
Report on Members' Code of Conduct Matters
The committee was set to receive a report detailing the number and nature of complaints received regarding alleged breaches of the Council's Members' Code of Conduct. This report is a requirement for the Monitoring Officer to provide quarterly updates to the Standards Advisory Committee. As of 11 February 2026, a total of eighteen complaints had been made since the start of the municipal year in May 2025, with eight complaints carried over from the previous year. One complaint from the 2024/2025 municipal year remains open, pending the outcome of a criminal trial adjourned to September 2026. Three complaints are currently open, with the remaining twenty-five closed without investigation after consultation with the Independent Person. The report indicated an increase in complaints as the election approaches, with a common theme being concerns about the timeliness of Members' responses to constituents.
Standards Advisory Committee Draft Annual Report to Council
The committee was scheduled to review the draft Annual Report of the Standards Advisory Committee to the Council for the municipal year May 2025 to May 2026. This report aims to provide an overview of the committee's activities and highlight any relevant issues for the Council's consideration. The draft report outlines the committee's membership, including elected members and independent co-opted members, as well as the role of the Independent Persons. It details the committee's meetings, work programme, and key areas of business, including complaint monitoring, dispensations, gifts and hospitality, member attendance, and the Member Learning and Development Programme. The report also touches upon government consultations on the Member Code of Conduct and the annual review of the Code of Conduct. The committee was asked to provide feedback and suggestions for inclusion in the final report.
Member Learning and Development Strategy Review
The committee was to review the draft Member Learning and Development Strategy for the period 2026-2030. This strategy, originally agreed in 2024 to align with the LGA Member Learning and Development Charter Mark, is being updated in preparation for the new electoral cycle following the May 2026 local elections. The strategy outlines the council's approach to supporting the development of all elected members, including the Mayor, councillors, and co-opted members. It covers the council's strategic plan, general skills useful to all members, mandatory training, and the specific roles and responsibilities of different member positions. The review of the strategy includes discussions on formal member development certificates, the use of internal and external trainers, the addition of mentoring, and the provision of online and in-person training. The strategy aims to ensure that learning and development opportunities are inclusive and accessible, taking into account members' family and work commitments, religious and cultural diversity, and venue accessibility. The committee was asked to review and comment on the draft strategy, with the aim of endorsing it subject to any amendments.
